Title:Uporaba brezpilotnih letalnikov v hidrotehniki in upravljanju vodnega okolja

Abstract:V diplomskem delu je obravnavana uporaba brezpilotnih letalnikov v hidrotehniki in upravljanju vodnega okolja. Predstavljene so tehnološke osnove, vrste letalnikov in senzorjev ter postopek zajema in obdelave podatkov. Po posameznih področjih uporabe je ovrednotena zrelost metod, in sicer za zajem topografije in geometrije vodnih teles, spremljanje poplavne ogroženosti, spremljanje erozije brežin, merjenje površinskih hitrosti in pretokov, spremljanje kakovosti voda ter preglede vodnogospodarskih objektov. Kot metodološki okvir je uporabljena evropska akcija COST CA16219 HARMONIOUS (Harmonization of UAS techniques for agricultural and natural ecosystems monitoring), ki je oblikovala usklajene postopke zajema in poročanja. Opravljena je primerjava s klasičnimi geodetskimi in hidrometričnimi metodami glede natančnosti, stroškov in tveganj ter pregled pravnih in etičnih vidikov. Ločeno so obravnavane razmere v slovenskem prostoru po poplavah avgusta 2023. V praktičnem delu je z brezpilotnim letalnikom DJI Mini 5 Pro izvedena izmera Črnega jezera na Pohorju, majhnega zavarovanega barjanskega jezera, rezultati pa so veččasovno primerjani s tremi starejšimi posnetki istega jezera iz februarja 2024, maja 2024 in julija 2025, kar pokaže dosledno zmanjševanje odprte vodne gladine. Ugotovljeno je bilo, da brezpilotne metode niso natančnejše od klasičnih, so pa bistveno gostejše, pogostejše in varnejše, glavne ovire za njihovo širšo rabo pa so pravne, finančne in organizacijske narave.

Title:The use of unmanned aerial vehicles in hydraulic engineering and water environment management
Abstract:This thesis addresses the use of unmanned aerial vehicles in hydraulic engineering and water environment management. The technological fundamentals, types of aircraft and sensors, and the data acquisition and processing workflow are presented. The maturity of the methods is evaluated for individual fields of application, namely the survey of topography and water body geometry, flood hazard monitoring, monitoring of bank erosion, measurement of surface velocities and discharge, water quality monitoring, and inspection of hydraulic structures. The European COST Action CA16219 HARMONIOUS, which established harmonised acquisition and reporting procedures, is used as the methodological framework. A comparison with conventional geodetic and hydrometric methods is carried out with respect to accuracy, cost and risk, together with a review of legal and ethical aspects. The situation in Slovenia following the floods of August 2023 is addressed separately. In the practical part, a survey of Črno jezero, a small, protected mire lake in the Pohorje massif, is carried out with a DJI Mini 5 Pro unmanned aerial vehicle, and the results are compared multi-temporally with three earlier surveys of the same lake from February 2024, May 2024 and July 2025, revealing a consistent decrease of the open water area. It was established that unmanned methods are not more accurate than conventional ones, but they are substantially denser, more frequent and safer, while the main obstacles to their wider use are of a legal, financial and organisational nature.
