Title:Regionalna povezanost Spodnjega Podravja s Hrvaško po vzpostavitvi schengenskega območja

Abstract:Svobodno prehajanje meja je eden najpomembnejših dosežkov Evropske unije. Uveljavilo se je leta 1995 na podlagi Schengenskega sporazuma in Schengenske konvencije. Schengensko območje je trenutno razširjeno na petindvajset držav članic, vključno s Slovenijo, ki je v območje prostega prehajanja oseb vstopila decembra 2007. Z vstopom Slovenije v schengensko območje je bila odpravljena mejna kontrola na mejah z Avstrijo, Italijo in Madžarsko, slovensko-hrvaška meja pa je postala zunanja meja Evropske unije. S tem je Slovenija prevzela pomembno in odgovorno vlogo varovanja zunanje meje Evropske unije za celotno schengensko območje. Območje Spodnjega Podravja meji na zunanjo mejo in sodi med slabše razvita območja v Sloveniji. Čezmejno sodelovanje Spodnjega Podravja s hrvaškimi regijami se je po vzpostavitvi državne meje leta 1991 zmanjšalo, z vstopom Slovenije v schengensko območje pa so se pričela odpirati nova vprašanja o vplivu "zaprte" schengenske meje na razvoj obmejnega območja. Ključnega pomena za nadaljnji razvoj regije je, da izkoristi ugoden geografsko-prometni položaj, ki se bo v prihodnje okrepil z izgradnjo Pyhrnske avtoceste in hitre ceste Slovenska Bistrica – Ptuj – Ormož, ter v največji meri izkoristi sredstva Evropske regionalne politike, ki se ji kot obmejnemu območju ponujajo. Vidnejši učinki schengenske meje na razvoj Spodnjega Podravja pa se bodo pokazali šele v prihodnosti.

Title:Regional integration of Spodnje Podravje region and Croatia after the establishment of the Schengen area
Abstract:Free border crossing is one of the most significant achievements of the European Union, implemented in 1995 on the basis of the Schengen Agreement and the Schengen Convention. The Schengen area is currently extended to twenty-five member states, including Slovenia, which entered the area of free border crossing in December 2007. After Slovenia's accession to the Schengen area, the border control was removed on the borders with Austria, Italy and Hungary. Thus, the Slovenian-Croatian border became the external border of the European Union. Thereafter, Slovenia took an important and responsive responsible role of protecting the external border of the European Union for the entire Schengen area. The area of Spodnje Podravje borders on the external border and falls within the less developed areas in Slovenia. Cross-border cooperation between Spodnje Podravje and the Croatian regions decreased after the establishment of the state border in 1991. After Slovenia's accession to the Schengen area, new issues were raised regarding the effect of the »closed« Schengen border on the development of the border area. It is of key importance for the continuous development of the region to benefit from the favorable geographical-transport position, which will be strengthened in the future with the construction of the motorway Pyhrn and the expressway Slovenska – Bistrica – Ptuj – Ormož. At the same time it should benefit from the financial resources of the European regional policy, offered to Slovenia because of its border area. However, more visible effects of the Schengen border will be evident with the passage of time.
