| Abstract: | As in many fields, Slovenia is lately implementing electronic operation in the field of public procurements.
Main credit for this lays within Public Procurement Act, which came to force at the end of 2006 and enacts Public Procurements Portal. On the Portal, organizations place orders, and all other relevant data, when the process is finished (selected tender, value of the tender, etc.). Thus, better overview in means of transparency of the public expenditure is ensured.
ZJN-2 beside Portal enacts also electronic tender, dynamic acquisition system and electronic auction.
Before ZJN-2 was adopted, organisations placing orders were using different independent information systems.
Ministry for Public Administration developed a few years ago own application for public tenders (small value orders), application for the questions and answers, repository application and an application for following-up the contracts. Further development of the application was interrupted by the new act and the legislation changes, which enforced the use of electronic means. Immediately after the new Act came to force in 2007, Portal of Public Procurements was set-up.
Parliament has imposed the Ministry for Finance and the Ministry for Public Administration to establish an application that will enable the Portal to be of full functionality, which means: publishing the procurements, receiving offers electronically, electronic opening of the offers and their assessment, and the implementation of electronic auction in the procedures of public procurements.
In April 2009, government, as a part of its savings plan, adopted a new decision on publishing “small orders”. According to the decision, these are the orders from 10.000 to 40.000 € for goods and services and from 20.000 to 80.000 € for construction work. By this decision, the government is increasing the competition among tenders and enables a wider circle of providers to compete for orders.
Ministry for Public Administration, Ministry for Finance and Official Gazette Public Company, have each named their members for the work group to establish an electronic system for public procurements.
