Abstract:Hitra rast cestnega prometa je ena od značilnosti sodobne civilizacije. Moderen in hiter promet, takšen kot prežema našo vsakdanjost, prinaša veliko dinamiko v gospodarsko in hkrati družbeno življenje in pripomore tudi k splošni blaginji človeštva. Motorni cestni promet — ta fenomen sodobnega časa — prinaša na žalost tudi številne nenadomestljive človeške in materialne žrtve, ki so posledica prometnih nesreč. Varnost cestnega prometa najpogosteje povezujemo s številom prometnih nesreč, mrtvimi in telesno poškodovanimi udeleženci. Na tem področju je bil v zadnjih desetih letih storjen velik napredek, a žal je Slovenija še vedno na repu seznama evropske cestne varnosti. Namen magistrskega dela je raziskati vplivne dejavnike na število in posledice prometnih nesreč v Pomurju v obdobju 2003—2008, pri čemer je poudarek na raziskavi vpliva alkohola na prometno varnost. Analiza vzrokov, ki so pripeljali do najhujših prometnih nesreč, kaže, da je tudi v Pomurju daleč najpogostejši primarni vzrok neprilagojena hitrost, v veliki večini hujših prometnih nesreč pa je kot sekundarni vzrok zastopan tudi alkohol, kar je še posebej zaskrbljujoče, saj je vse (pre)več mladih udeležencev oz. povzročiteljev prometnih nesreč. Tudi delež alkoholiziranih povzročiteljev prometnih nesreč je vedno višji in je visoko nad slovenskim povprečjem. V nalogi so raziskani naslednji vplivni dejavniki na prometno varnost in sicer: vpliv alkoholiziranih povzročiteljev prometnih nesreč na posledice prometnih nesreč, stopnja alkoholiziranosti povzročiteljev prometnih nesreč, prisotnost alkohola po vrsti ceste in po dnevih v tednu ter starost alkoholiziranih povzročiteljev prometnih nesreč. Postavljene so hipoteze glede vpliva alkohola na prometno varnost in vpliva zakonodaje o varnosti v cestnem prometu. Glede na veliko število alkoholiziranih mladih povzročiteljev prometnih nesreč z najhujšimi posledicami je narejena anketa pri mladostnikih, s katero so pridobljeni podatki o uživanju alkohola in njihovem odnosu do alkohola. Dobljeni rezultati raziskave dajejo izhodišča za predloge izboljšanja prometne varnosti. Samo izrečene globe, odvzeta vozniška dovoljenja in številne preventivne akcije očitno ne prinašajo boljše prometne varnosti. Kot družba bi morali imeti višjo prometno-varnostno kulturo, pridobljeno že z vzgojo, pri vsem tem pa bi morali prvi odigrati večjo vlogo državni organi. Predvsem pa bi morali znati (in hoteti) koristiti dobre prakse drugih držav EU.

Title:Research of influence of alcohol upon traffic safety in the region of Pomurje in the time period from 2003 through 2008
Abstract:The rapid growth of road traffic is one of the features of modern civilization. Our everyday lives are characterised by contemporary fast traffic and it brings a lot of diversity and dynamics in our economic and social lives thereby contributing a great deal to overall wellfare of mankind. Unfortunately motor vehicle road traffic, an important feature of our modern times, has also caused not only a lot of irreparable material damage but also a lot of human deaths and injuries. Most frequently safety in road traffic has been related to the number of traffic accidents, the number of people killed or injured in accidents. Great progress has been achieved in this field during the last decade but nevertheless Slovenia remains at the bottom end of the EU statistics on safety in road traffic. The purpose of this master's degree paper was to research important elements which have to do with the number and the result of traffic accidents in the region of Pomurje during the time period between 2003 and 2008 with special attention having been paid to the influence of alcohol on traffic safety. The analysis of the causes which have led to the worst accidents has shown that inappropriate or excessive speed has been by far the most common cause in that, in most cases of bad traffic accidents, alcohol has proven to be the second most common reason due to the fact that there is a rising number of young participants in road traffic who cause traffic accidents. As regards the region of Pomurje the percentage of drivers under the influence of alcohol who cause traffic accidents is on the rise and it is far above the Slovenian average. The paper has researched the influential factors upon road traffic safety as follows: - influence of alcoholoized persons responsible for a traffic accident upon the consequences of traffic accidents - the degree of alcoholization of persons responsible for accidents - presence of alcohol as regards the type of road and as regards the day of the week - age of alcoholized persons responsible for accidents Hypotheses have been presented not only as regards the influence of alcohol upon traffic safety but also as regards the influence of legislation on safety of road traffic. Due to a great number of alcoholized young persons responsible for traffic accidents with the worst consequences a survey has been conducted with young people which has yielded information on their consumption of alcohol as well as their attitude to alcohol. The findings of the research provide a starting point for proposals to improve traffic safety. Only fines, withdrawal of a drivier's licence and numerous prevention campaings have obviously not improved traffic safety. As a society we should strive to acquire a better traffic safety culture, with upbringing playing a crucial role in that state administrative organs should play a much bigger role. But above all we should be able to implement examples of good practice of other EU member states.
