Title:PROMETNA POLITIKA V FUNKCIJI AFIRMACIJE MEDNARODNEGA MULTIMODALNEGA PROMETA

Abstract:Prometna politika je zelo pomemben dejavnik razvoja gospodarstva države saj ima nadvse velik vpliv na proizvodnjo prometnih storitev. Z dobro zastavljenimi cilji ter uporabo ustreznih instrumentov lahko prometna politika izboljša funkcioniranje celotne prometne industrije s tem pa vpliva tudi na proizvodnjo prometnih storitev v mednarodnem multimodalnem prometu, ki je eden od najsodobnejših oblik prometa. Zaradi neučinkovite prometne politike je tako v Evropski uniji kot tudi v Republiki Sloveniji prišlo do neenakomernega razvoja posameznih vrst prometa. Cestni promet je kljub svojim negativnim posledicam na okolje postal preveč razširjen, ob tem pa so nazadovali železniški promet, zračni promet ter pomorski promet, ki predstavljajo pomembne elemente multimodalnega prometa. Multimodalni promet se izvaja na osnovi ene pogodbe o prevozu blaga, ves proces organizira ena oseba - operator multimodalnega transporta blaga, v proizvodnjo prometnih storitev vključuje več vrst prometa in je zaradi tega blagodejen faktor za razvoj uravnoteženega prometnega sistema. Cilj raziskovanja je bil izdelati model prometne politike z uporabo katerega bi se zagotovilo uspešno afirmacijo mednarodnega multimodalnega prometa v Sloveniji. Model je sestavljen iz petindvajsetih elementov, ki imajo pomembno vlogo pri afirmaciji mednarodnega multimodalnega prometa. Kot posledica realizacije tega modela bi se izboljšalo delovanje celotnega prometnega sistema ter gospodarstva Republike Slovenije.

Title:TRAFFIC POLICY IN THE FUNCTION OF INTERNATIONAL MULTIMODAL TRAFFIC AFFIRMATION
Abstract:Traffic policy is a very significant factor in the economy's development of a country due to its large impact on the production of transport services. Well set goals and the use of appropriate traffic policy instruments can improve the functioning of the entire traffic industry and thus also affect the production of traffic services in international multimodal traffic, which is one of the most modern forms of traffic. Due to the inefficient transport policy in European Union as well as in the Republic of Slovenia there has been uneven development of individual modes of transport. Road transport, despite its negative effects on the environment, has become too widespread while there has been a regression in the rail, air and maritime traffic that represent important elements of multimodal traffic. Multimodal traffic is carried out on the basis of a carriage goods contract. The entire process is organized by one person - the operator of multimodal transport of goods in the production of traffic services. These include several types of traffic and are therefore a beneficial factor in the development of a balanced tranfic system. The aim of the survey was to produce a model of traffic policy with the use of which we would ensure a successful international multimodal traffic affirmation in Slovenia. The model consists of twenty-five elements, which have an important role in the affirmation of international multimodal traffic. As a result of realization of this model to improve the functioning of the whole traffic system and economy of the Republic of Slovenia.
