Abstract:
Diplomska naloga govori o razvoju univerz skozi čas in je podkrepljena z nekaterimi ključnimi dokumenti, ki so vplivali na razvoj tega področja. Temeljni poudarek naloge je na ustavno priznani pravici univerze, t.j. pravici do avtonomije, ki je podrobneje predstavljena skozi habilitacijski postopek. Posamezna poglavja pa so zaključena z aktualnimi vprašanji in stališči do obravnavanega področja. Zaradi lažje predstave aktualne problematike, diplomska naloga vsebuje tudi analizo dveh sodnih odločb upravnega sodišča, ki prikazujeta stališče sodne veje oblasti do avtonomije univerze v habilitacijskih postopkih.

Title:
AUTONOMY OF UNIVERSITY IN THE HABILITATION PROCESS
Abstract:
Status and legislative development of universities through time as shown by some key documents is the main emphasis of this Diploma thesis. Special importance is given to the constitutional rights of universities, i.e. right to autonomy that is further demonstrated through the habilitation process. Individual chapters are also completed with current issues and statements to the subject of dissertation. Following a more comprehensive approach, the thesis concludes with an analysis of two separate sentences of the Administrative Court that give the judicial opinion on the autonomy of universities used in the habilitation process.
