Title:STRUKTURNE SPREMEMBE PROGRAMOV IZOBRAŽEVANJA IN USPOSABLJANJA BREZPOSELNIH OSEB

Abstract:Brezposelnost je sopotnik tržnega gospodarstva oziroma kapitalističnega sistema. Zavod Republike Slovenije za zaposlovanje skuša z aktivno politiko zaposlovanja zmanjšati le-to. Del aktivne politike zaposlovanja so programi izobraževanja in usposabljanja brezposelnih oseb, ki temeljijo na prepričanju, da s povečanjem znanja ter usposobljenosti povečamo zaposljivost brezposelnih oseb. V Republiki Sloveniji država posveča sorazmerno veliko sredstev, napora in energije na tem področju, ki se že pred vključitvijo, zlasti pa po polnopravnem članstvu v Evropski uniji povezujejo s smernicami Evropske unije. Programi izobraževanja in usposabljanja za brezposelne osebe morajo biti čimbolj prilagojeni potrebam na trgu dela, torej cilju, da bodo brezposelne osebe po uspešno opravljenih programih dobile ustrezno zaposlitev. Po drugi strani je jasno, da so sredstva za izvedbo teh programov omejena, zato je potrebna selekcija ali izbira med možnimi udeleženci programov. V tem diplomskem delu prikazujemo, kako se je spreminjala struktura programov izobraževanja in usposabljanja za brezposelne osebe ter struktura udeležencev od leta 1998 do 2005. V tem okviru smo na podlagi empiričnih podatkov preverjali veljavnost dveh hipotez.

Title:STRUCTURAL CHANGES OF EDUCATIONAL AND TRAINING PROGRAMS FOR UNEMPLOYED PEOPLE
Abstract:The unemployment is a companion of market economy respectively of a capitalistic system. The Employment Service of Slovenia tries to reduce it with the active employment policy. A part of the active employment policy are the programs of education and training of unemployed persons basin on the conviction that increasing the knowledge and qualification results in increasing the ability of unemployed persons to find a job. The state in the Republic of Slovenia devotes relatively huge resources, edneavor and energy in this field, which were being bound to the directives of the European Union even before tha accession to the European Union, but especially after the full membership. The programs of education and training for unemployed people have to be adopted to the needs on the labor market to a large degree, therefore adopted to the aim the unemployed persons will get a adequate employment after successfully finished programs. On the other hand it is clear that resources for performing these programs are limited, therefore the selection among potential program participants is needed. In this thesis is shown, how the structure of programs of education and training for unemployed persons and the structure of participants during the years 1998 and 2005 was changing. In this framework the validity of two hypotheses on the basis of empirical data was verified.
