Title:NOVI IZZIVI SKUPNE KMETIJSKE POLITIKE EVROPSKE UNIJE IN VPLIV NA SLOVENSKO KMETIJSTVO

Abstract:Več kot 40 let se je SKP uspešno spopadala z različnimi izzivi. Današnja SKP je politika, za katero se je odločila naša družba. Ta politika še naprej podpira kmetijstvo v EU ter hkrati izpolnjuje pričakovanja državljanov, davkoplačevalcev in potrošnikov, pri tem pa skrbi za čim manjše izkrivljanje mednarodne trgovine. SKP je bila prenovljena, da bi zagotovila neposredno podporo kmetom, ki upoštevajo pravila EU za varstvo okolja, varnost živil, zdravstveno varstvo rastlin, zdravstveno varstvo in dobro počutje živali. Za kmetijsko politiko bo tako največji izziv najti pravo ravnotežje med prilagajanjem kmetijske pridelave, zagotavljanjem zadostne količine hrane in biomase ter zmanjšanjem emisij toplogrednih plinov. Na odločanje v zvezi s SKP posebej vpliva finančni položaj, ki ga ima posamezna država članica v odnosu do SKP. Na strani prilivov so upoštevana sredstva 1. in 2. stebra SKP na strani odlivov pa vplačila v skupno blagajno v deležu, kot ga zavzemajo sredstva za SKP. Slovenija se zavzema za ohranitev SKP tudi v prihodnje in bodo nadaljnje reforme SKP določale tudi okvir za izvajanje slovenske strategije razvoja kmetijstva.

Title:NEW CHALLENGES IN COMMON AGRICULTURAL POLICY OF THE EUROPEAN UNION AND ITS INFLUENCE ON THE SLOVENIAN AGRICULTURE
Abstract:For more than 40 years, the Common Agricultural Policy has successfully dealt with various challenges. The currently applicable Common Agricultural Policy has been chosen by our society. It continues to support agriculture in the EU, fulfils the needs of the EU citizens, tax payers and consumers, and contributes to the reduction of distortions arising from global trade. The Common Agricultural Policy was updated in order to ensure direct support of farmers who follow the EU regulations for environmental protection, foodstuff safety, plant health protection, and animal health protection and animal well-being. Finding the right balance between adapting agricultural production, ensuring sufficient quantities of food and biomass, and reduction of greenhouse gas emissions will undoubtedly present the greatest challenges for the agricultural policy. The financial position (and the attitude towards the policy) of an individual Member State will importantly influence the decisions related to the Common Agricultural Policy. With regard to the inflows, funds from the 1st and the 2nd pillar of the Common Agricultural Policy have been taken into consideration, while the outflows include payments into the common fund in the share allocated to the Common Agricultural Policy funds. Slovenia has been supporting the preservation of the Common Agricultural Policy and its ongoing application in the future; therefore, further reforms of the Common Agricultural Policy will determine the framework for the implementation of the Slovene agricultural development strategy.
