Title:ANALIZA UČINKOVITOSTI IN USPEŠNOSTI JAVNEGA ZAVODA S PODROČJA KULTURE

Abstract:Javni zavodi s področja kulture so neprofitne organizacije, ki jih ustanovi država ali lokalna skupnost za zadovoljevaje širših družbenih potreb. Financirani so iz državnega ali občinskega proračuna in s svojo dejavnostjo ustvarijo le majhen delež lastnega prihodka. Zavodi morajo sredstva trošiti kar najbolj ekonomično, da lahko izvedejo vse projekte, ki so načrtovani v določenem časovnem obdobju, obenem pa si morajo prizadevati za čim večjo učinkovitost in uspešnost svojega poslovanja. Učinkovitost pomeni "delati prav". Presoja le-te pa je v javnih zavodih s področja kulture izredno otežena, ker v teh organizacijah prevladujejo stvarni, kakovostni in težko merljivi cilji. Uspešnost zavoda se meri s kazalci (število predstav, število ponovitev, obiskanost predstav), ki so predpisani s strani MK, jih je pa premalo, da bi dobili realno sliko o uspešnosti. Še najboljši pokazatelj o uspešnosti javnih zavodov s področja kulture so odzivi obiskovalcev prireditev in strokovna javnost. Da bi lahko merili učinkovitost in uspešnost javnih zavodov s področja kulture, bi morali uvesti modele za merjenje učinkovitosti, kot sta model odličnosti (PRSPO) in BSC - model uravnoteženih kazalnikov.

Title:EFFICIENCY AND EFFECTIVENESS ANALYSIS IN THE PUBLIC INSTITUTIONS OF CULTURE
Abstract:Public institutions from the area of culture are non-profit organisations established by the government or local community for the purpose of satisfying public needs. They are financed from the state or local budget and only create a small share of their income themselves. Public institutions have to distribute their financial resources as economically as possible in order to execute all the planned projects in a certain period of time. At the same time they have to achieve the maximum efficiency and successfulness of their business making. Judging on efficiency of public institution from the area of culture is extremely hard since in these organisations the goals are non-materialistic and the measure for the efficiency therefore cannot be income. We can roughly estimate it using the indicators (number of plays, number of replays, number of visits per play) which are set by MK but there are not enough of them and they are not accurate enough. The most precise estimation of the efficiency being used in Slovenia is calculated from the reactions of the costumers and the opinion of the competent society. In order to measure the efficiency of the public institutions from the area of culture accurately enough we should introduce models like model of excellence (PRSPO) or model of balanced scorecard (BSC)
