Abstract:Pojav bega možganov se je močneje začel problematizirati v šestdesetih letih, ko so se države začele zavedati, da so najbolj usposobljeni kadri, še posebej znanstveniki, raziskovalci in podiplomski študentje, ki za stalno zapustijo svojo matično državo, ključni za razvoj v družbo znanja, gospodarsko rast in razvoj države. Beg možganov je mogoče ublažiti z ustrezno migracijsko politiko, katera lahko celo izboljša socialno-ekonomski razvoj v daljšem obdobju. Pomembno je poznati smeri emigracije visoko kvalificiranih in izobraženih ljudi in razloge zanje, kajti na podlagi teh spoznanj se lahko izguba talentov zamenja v izmenjavo znanja.

Title:HIGH SKILLED MIGRATION IN EU
Abstract:The brain drain phenomenon was first problematized during the 1960s when a mass and permanent emigration of highly skilled people, researchers, scientists and even graduate students, took the place and proved detrimental for the transition to the knowledge based society, the economic growth and development of their countries of orgin. The negative effect of the brain drain phenomenon in the new global market may be mitigated with proper policies to bring benefits to both the "sending" country and region. The brain drain can have a beneficial impact, can strength socio-economic development over the long term. So, it is importance to know more about the movements and reasons of highly skilled people to create specific policies that can turn the loss of talent into exchange of knowledge.
