Abstract:Cilj diplomske naloge je bil predstaviti vlogo kontrolinga projektov ter naloge, ki jih ta izvaja v različnih fazah pridobivanja nepovratnih sredstev EU. V prvi fazi smo predstavili faze projektnega ciklusa evropskih projektov. Projektni ciklus lahko z drugimi besedami opredelimo kot življenjski cikel projekta. Ta definira faze, ki povezujejo začetek projekta z njegovim koncem Projektni ciklus sestavlja šest glavnih faz: programiranje, identifikacija, formuliranje in oblikovanje, financiranje, realizacija in evalvacija. V nadaljevanju je opredeljen pojem kontrolinga projektov, ki skuša združiti prednosti projektnega vodenja in kontrolinga. Projektni kontroling je tako sistem planiranja, kontroliranja, usmerjanja in informiranja. V zadnjem delu diplomskega dela je predstavljen pomen projektnega kontrolinga skozi projektni ciklus evropskih projektov ter aktivnosti, ki jih projektni kontroling mora izvesti za uspešno izvedbo evropskih projektov. Te naloge so: · pregled razpisnih pogojev za pridobitev nepovratnih sredstev, · planiranje in priprava finančnega načrta izvedbe EU projekta, · spremljanje izvedbe projekta, · poročanje o poteku izvedbe projekta ter priprava in izstavljanje zahtevka za izplačilo nepovratnih sredstev.

Title:PROJECT MANAGEMENT IN THE FOUNDING OF GRANT RESOURCES OF THE EUROPEAN UNION
Abstract:The scope of the graduation thesis was to present the role of project controlling and tasks that controlling performs in various stages of obtaining EU grants. In the first phase we presented the phases of the European project cycle. In other words, project cycle can be defined as a project lifecycle, defining the project phases which connect the start and the end of the project, The project cycle consists of six main phases: programming, identification, formulation and design, financing, realisation and evaluation. Then we defined the concept of project controlling that tries to combine the advantages of project management and controlling. Project controlling is the system of planning, control, guidance and information. In the latter part of graduation thesis we have presented the importance of project controlling through the project cycle of European projects and the activities to be carried out by project controlling for the successful implementation of European projects. These tasks are: • reviewing the call's conditions, • planning and preparation of the EU project financial plan, • monitoring the implementation of the project, • reporting the progress of project implementation and preparation and issue the requests for grant’s payment.
