Abstract:V skladu s sklepom Sveta EU je Republika Slovenija 21. decembra 2007 ukinila mejne kontrole na notranjih schengenskih kopenskih in morskih mejah, 30. marca 2008 pa je sledila ukinitev mejnih kontrol na notranjih zračnih mejah. Za Slovenijo kot državo članico Evropske unije in državo v schengenskem območju to pomeni, da mora na svojih zunanjih mejah zagotoviti opravljanje ustreznih kontrol in učinkovit mejni nadzor. Temeljna ideja Schengena je namreč zagotoviti pravice do prostega prehajanja notranjih meja, kar na eni strani pomeni ukinitev mejne kontrole na notranjih mejah ter vrsto ukrepov na drugi strani, ki zagotavljajo, da ne pride do zmanjšanja varnosti v državah članicah. Ti ukrepi se imenujejo izravnalni ukrepi in se izvajajo na zunanjih mejah schengenskega območja članic, v notranjosti držav, skozi čezmejno policijsko sodelovanje, v okviru skupnega informacijskega sistema, imenovanega Schengenski informacijski sistem (SIS) ter s pomočjo ustrezne zakonodaje držav članic. Z vzpostavitvijo in uporabo Schengenskega informacijskega sistema je omogočena večja varnost ljudi in blaga ter boljši nadzor nad morebitnimi deviantnimi dejanji. Slovenija je v izvajanju Schengenskega pravnega reda do sedaj zelo uspešna, posebno kar se tiče varnostnih razmer. Ugotavlja se, da zaradi ukinitve mejnih kontrol ni prišlo do poslabšanja splošnih varnostnih razmer v Sloveniji, policija ugotavlja celo upadanje nedovoljenih prestopov na zunanji meji.

Title:Schengen - issues in Slovenia
Abstract:On the 21.st of December, 2007 the Repubic of Slovenia abolished border controls on inner Schengen borders of hers. She did so on the sea as well as in the land. This happened according to the resolution issued by EU Council. On the 30th of March the abolishment of border controls in air traffic followed. For Slovenia as the Member state of European Union and the country in schengen border area, this meant an assurance of exercising adequate controls in order to achieve efficient border control on her outer borders. Primary idea of Schengen is namely to assure rights for inner borders to be free of control to cross. On one side this means the abolishment of border control on the inner borders, but on the other side it also means a variety of measures in order not to decrease security of the Member states. This measures are so called balanced measures and are exercised on the outer borders of Member states' Schengen area. They are also exercised in hinterland, through the overborder police cooperation, in the frame of joint information system, called Schengen Information System or SIS and with the help of adequate legislation of Member States. Reinstatement and application of SIS allows greater safety of people and goods as well as better inspection over eventual illegal acts. Slovenia has a positive record in exercising Schengen Law especially considering security circumstances. We can say so because general security circumstances with abolishment of border controls didn't aggravate. Still more, police force is even finding decreasement of illegal outer border crossing.
