Title:PRIMERJAVA LOBIRANJA V ZDA IN EU

Abstract:Z vstopom Slovenije v Evropsko unijo smo sprejeli tudi njeno zakonodajo, ki pomembno vpliva na vsakdanje življenje prebivalcev. Zelo pomembno pa je vedeti, kako vplivati na ljudi, ki odločajo o teh zadevah, in na zakonodajo samo. Temu pa je namenjeno lobiranje, ki je ena glavnih dejavnosti vplivanja na zakonodajo v EU in drugod po svetu. Zato smo se odločili v diplomski nalogi posvetiti primerjavi lobiranja med Evropsko unijo, ki je dokaj mlada in neizkušena tvorba na področju uravnavanja lobiranja, in Združenimi državami Amerike, imenovanimi tudi »zibelka« lobiranja, saj se je to tam tudi razvilo in je zaradi tega tudi zakonsko urejeno ter splošno družbeno sprejeto. Zanimala nas je predvsem razlika v pravni ureditvi lobiranja ter strategija lobiranja za dosego ciljev v ZDA in EU. S kritično analizo smo predstavili slabosti in prednosti posameznih področij ter podali predloge za izboljšave lobiranja v Evropski uniji. Ugotovili smo, da je lobiranje bolj razvito v ZDA, predvsem glede pravne ureditve; imajo zakone in pravila, ki natančno opredeljujejo in omejujejo dejavnosti lobistov, poleg tega pa vodijo obvezen register, medtem ko EU nima tega področja še dovolj urejenega. Glede strategij nismo zaznali tako bistvenih razlik.

Title:COMPARISON OF LOBBYING IN THE USA AND THE EUROPEAN UNION
Abstract:With the entrance into the European Union, Slovenia had to assume the legislation of the EU which now had an important impact on the daily lives of the Slovenian people. In this light it became important to know how to influence people who make the final decisions and affect the legislation. The act of doing just this is called lobbying and it is one of the most important activities that influence the legislative process in the European Union and elsewhere in the world. This is why we decided to devote our thesis to comparison of lobbying in the United States of America which are considered the cradle of lobbying because this activity first appeared there and is now an acceptable part of the democratic process and in the EU where we are just getting to know this activity and are deciding how to deal with it as we go along. The main areas of interest were the differences in the US and the EU legislation that deals with lobbying and the strategy for accomplishing goals. By means of critical analysis we have showcased the weaknesses and advantages of certain areas of the legislation and later gave proposals on how to improve lobbying in the European Union. Through comparison we found out that the area of lobbying is more advance and better organized in the USA, where this activity is strictly regulated and therefore lobbyists have to abide by the rules that specifically define and limit their actions and furthermore an obligatory register of all lobbyists is kept. On the other side this matter is not yet well organized in the European Union. On the topic of different strategies we didn't find any major differences.
