Abstract:Pomen zračnega transporta se je izjemno razširil v zadnjih nekaj desetletjih. Razloga za hitro širitev sta predvsem odprava omejitev in zmanjšani stroški. Mednarodni zračni transport na splošno igra pomembno vlogo v procesu mednarodne integracije in vpliva na razvoj drugih sektorjev gospodarstva. Letalski prevozni sistem je določen s strani svoje infrastrukturne sposobnosti, regulacijskega okvira, vozil in sposobnosti. V Evropi se je v devetdesetih letih pojavil interes po liberalizaciji zračnega transporta in želja po odpravi zaščitne vloge države. Sistem regulacije ni več ustrezal povečanemu povpraševanju in visokim stroškom, saj so prevozniki nudili storitve znotraj svoje domače države v vlogi monopola. Po dereguliranju zračnega prometa v ZDA je sledila tudi Evropa. Liberalizacija se je tako izkazala za izredno učinkovito, saj je število potnikov hitro začelo naraščati, cene prevozov so padale. V Evropi velja politika odprtega neba od leta 1993, ko so bili razveljavljeni dvostranski sporazumi med članicami. Omogočen je bil dostop na trg in odpravljen monopol. Liberalizacija zračnega transporta je prinesla več pozitivnih kot negativnih učinkov, saj se zračni transport in gospodarski razvoj med seboj dopolnjujeta. Tako zračni transport zaposluje ogromno ljudi, prispeva k povečanju BDP-ja, nudi socialno-ekonomske koristi.

Title:Liberalization of air transport in European Union
Abstract:The importance of air transport has enormously expanded in last few decades. The reasons for rapid expansion are removal of restrictions and reduced costs. International air transport has a very important role in international integration process and affects on development of other economic sectors. Air transport system is defined by its infrastructure capacity, regulatory framework, vehicles and abilities. An interest in liberalization of European air transport appeared in 90's along with desire to remove protection roles of countries. Regulation system could not fit the increased demand and high costs because carriers offered their services within their home state as a monopoly. Europe followed the deregulation of US air transport. Liberalization has proven to be very effective as the number of passengers began to rise rapidly and prices of flights went lower. Open sky politics have started in Europe in 1993 when bilateral agreements were removed. Access to market was enabled and monopoly removed. Liberalization of air transport has brought more positive than negative effects because air transport and economic development supplement each other. So air transport employs a lot of people, contributes to GDP increase and offers social-economic benefits.
