Title:ZNAČILNOSTI PRORAČUNA EVROPSKE UNIJE

Abstract:Zaradi ekonomskih in političnih sprememb v svetu mora Evropska unija neprestano prilagajati svojo finančno politiko in svoje prednostne naloge. Struktura proračuna kot tudi njegov obseg sta se postopoma razvijala. Prihodki proračuna EU zajemajo tradicionalna lastna sredstva, prihodke na osnovi DDV in osnovi BND ter drugi prihodke. Financiranje proračuna poteka iz državnih blagajn in države članice tako ocenjujejo koristi politike EU v primerjavi s svojimi prispevki. EU sprejema načelo solidarnosti med državami članicami. Nekatere države prispevajo več sredstev kot jih prejemajo in obratno. Največ sredstev EU je leta 2008 prejela Francija, največ sredstev je EU prispevala Nemčija. Glede na delež BND je največ sredstev EU leta 2008 prejel Luksemburg, največji delež BND sredstev je Uniji prispevala Belgija. Na strani izdatkov je največ sredstev že od samega začetka namenjeno kmetijstvu. Ostale politike so vse do devetdesetih letih ostale v ozadju. V devetdesetih letih so v proračunu izvedli reformo, in sicer so začeli vse bolj poudarjati strukturne operacije, večji poudarek so namenili tudi notranjim in zunanjim politikam ter administraciji. Manj sredstev pa so začeli namenjati kmetijstvu. Sedanji proračun je omejen s tremi elementi: s finančno perspektivo, z odločitvijo o lastnih sredstvih in z letnim proračunom. Izpolnjuje se v skladu z načeli enotnosti, točnosti, uravnoteženosti, univerzalnosti, dobrega finančnega poslovanja in preglednosti proračuna. Proračun EU je pomemben mehanizem za uresničitev obstoječih ciljev politik, uvedbo sprememb in zagotovitev čim večjih dolgoročnih ukrepov. Obdržal je prvotno zasnovan cilj, ki je temeljil na enotnem trgu, razvoju globalne vizije za Evropo.

Title:CHARACTERISTICS OF EU BUDGET
Abstract:Due to economical and political changes worldwide, European Union must constantly adjust the external policy and its priorities. The budget structure and its size were developing progressively. Incomes of EU budget consist of traditional own incomes, incomes based on VAT and GNI, and other incomes. Budget financing comes from revenues, and Member States can thus estimate the interests of EU policy compared to their own contribution. EU undertakes the principle of solidarity among the member states. Some Member States contribute more resources than being given, and vice versa. Most resources concerning the expenses are intended for agriculture. Until the nineties other policies were left behind. In the nineties the budget was reformed, and structural operations came forward, internal and external policies, and administration got more attention. Agriculture started to get fewer resources. Current budget is restricted by three elements: financial perspective, decision about own resources, and annual budget. Those are met in accordance with the principle of unity, accuracy, balance, universality, good financial management, and transparency of the budget. EU budget is an important mechanism for the realization of current policies objectives, to establish the changes, and to assure more long-term measures. It keeps the primal objective, based on the single market, and development of global vision for Europe.
