Title:Pravna upravičenost postopkov dobave električne energije primarnim uporabnikom : diplomsko delo

Abstract:Dobavo električne energije, proizvodnjo, prenos in porabo predpisuje notranja zakonodaja, mednarodni standardi in drugi energetski predpisi. V diplomskem delu so predstavljeni pravnoformalni postopki priključitve na distribucijsko omrežje, odjem električne energije, merilne naprave za merjenje porabe, načini obračunavanja dobave idr. Natančno so opredeljene pomanjkljivosti, ki se pojavljajo pri dobavi, distribuciji, naravnih nesrečah, prekinitvah dobave, dodeljevanju nujne in zasilne oskrbe, števcih za merjenje porabe, ceni električne energije in prispevkov ter obračunavanju električne energije. V diplomskem delu so podani tudi trenutno najugodnejši predlogi rešitev. Direktiva 2009/72/ES Evropskega parlamenta in Evropskega sveta z dne 13. 7. 2009 o skupnih pravilih notranjega trga z električno energijo in o razveljavitvi Direktive 2003/54/ES v 1. točki navaja, da je cilj notranjega trga z električno energijo, ki se postopoma uvaja po vsej Skupnosti od leta 1999, zagotovitev resnične izbire vsem potrošnikom v Evropski uniji, bodisi državljanom bodisi gospodarstvu, novih poslovnih priložnosti, več čezmejnega trgovanja, da bi na ta način zagotovili večjo učinkovitost, konkurenčnejše cene in višje standarde storitev ter prispevati k zanesljivosti oskrbe in trajnosti.

Title:Legal eligibility procedures for the supply of electricity to primary users
Abstract:Supply, transfer and the production of electricity are defined by national and international standards, as well as the regulations for the energetic sector. Our work first presents the formal procedure of connecting the user to the grid, electricity supply to the user, measurement apparatus, the tariff system and similar. Problems that may occur are also precisely defined. Those problems may be: temporary halt in the supply, natural disasters, minimum and emergency supply, upkeep of the measurement apparatus and problems with the tariff system. Our work is ended by giving the practical solutions to the previously presented problems. Directive 2009/72/EC of The European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in electricity and repealing Directive 2003/54/EC states in point 1 that the internal market in electricity, which has been progressively implemented throughout the Community since 1999, aims to deliver real choice for all consumers of the European Union, be they citizens or businesses, new business opportunities and more cross-border trade, so as to achieve efficiency gains, competitive prices, and higher standards of service, and to contribute to security of supply and sustainability.
