Title:ENOTNO OBMOČJE PLAČIL V EVRIH (SEPA)

Abstract:Enotno območje plačil v evrih (angl. Single Euro Payments Area) oz. SEPA je območje kjer se plačuje in prejema plačila v evrih znotraj Evrope. SEPA tako v prvi vrsti pomeni evroobmočje, območje držav članic Evropske unije, ki so prevzele evro kot skupno valuto, saj plačila potekajo v evrih. Plačila se izvajajo tako znotraj državnih meja kot čezmejno, pod enakimi pogoji z enakimi pravicami in obveznostmi za vse, ne glede na to kje se nahajajo. Pri oblikovanju SEPA je imela pomembno vlogo zakonodaja Evropske unije, še posebej Uredba 2560/2001. Ta gradi na integriranem trgu plačilnih storitev in učinkoviti konkurenci. Govori o tem, da ni razlikovanja med plačili v evrih, pa naj bodo ta čezmejna ali znotraj države. Uredba je močno posegla v prihodke ponudnikov plačilnih storitev v segmentu čezmejnih plačil, ob tem pa za ta plačila niso bili na voljo postopki, ki bi omogočali enako učinkovito poravnavo, kot je bila na voljo znotraj posamezne države. V letu 2002 so največje evropske banke sprejele strategijo vzpostavitve SEPA, se jasno zavezale temu cilju ter sprejele splošno strategijo za dosego ciljev SEPA. Novi plačilni instrumenti, ki jih bodo banke ponudile svojim strankam, bodo temeljili na plačilni shemi SEPA kreditnih plačil, plačilni shemi SEPA direktnih obremenitev in SEPA kartičnem okviru. Razvoj nacionalnih trgov evrskih plačil malih vrednosti je spodbudil prenovo, utrditev in preureditev prejšnjih načinov dela. Vsa plačila v evroobmočju so z uvedbo SEPA postala domača ter dosegajo takšno raven varnosti in učinkovitosti, ki je najmanj enaka prej najbolje delujočim nacionalnim plačilnim sistemom.

Title:SINGLE EURO PAYMENTS AREA (SEPA)
Abstract:The Single Euro Payments Area (SEPA) describes the area within Europe, where payments are being received and made in the euro currency. SEPA therefore mostly means the euro zone – the area of EU member countries – that took over the euro as the common currency as payments are being dealt in euros. Payments can be made within a country or cross its borders under the same conditions, rights, and obligations for everyone irrespective of where they are. The EU legislation played a significant role with the creation of SEPA, especially the EC Regulation 2560/2001, which is based on the integrated market of payment services and efficient competition. The Regulation discusses the fact that there are no differences among euro payments whether they are cross-border or domestic. With the regulation a significant step was made in the direction of income of those, offering payment services, in the segment of cross-border payments, considering the fact that along these payments there were no procedures at hand, which would enable the same efficient settlement as within a single country. In 2002, the largest European banks introduced and restored the SEPA and clearly bound to reach the goal and accepted a general strategy to reach the SEPA goals. New payment instruments that banks are going to offer their costumers will base on the payment scheme of SEPA credit transfers, SEPA direct debits and SEPA cards framework. The development of national markets of euro low value payments encouraged the reconstruction, consolidating, and reorganization of previous methods of work. With the introduction of SEPA, all the payments became domestic and are now reaching such level of security and efficiency, which equals the best working national payments systems that were in use before SEPA.
