Title:Delitev in upravno-teritorialna organiziranost slovenskega ozemlja od leta 1867 do leta 2010

Abstract:Politični geografi se med drugim ukvarjajo tudi z vprašanjem organizacijskih pojavnih oblik držav. Morda se takšno zanimanje politične geografije mnogim zdi že zastarelo, vendar je danes, sedem let po vstopu Slovenije v Evropsko zvezo, še zelo aktualno. Večina geografov se pri svojem delu vsaj enkrat sreča s prikazovanjem statističnih podatkov po nekih teritorialnih enotah. To je dokaj enostavno opravilo, dokler ne potrebujemo podatkov za nekaj let nazaj in jih želimo prikazati. Tukaj največkrat nastopijo težave, saj nekateri brez premislekov povzemajo npr. podatke za Slovenijo iz popisa 1921 in jih nekritično primerjajo, ne zavedajoč se dejstva, da je bila takrat skoraj ena četrtina slovenskega ozemlja pod tujo oblastjo. Drug primer nekritičnega presojanja je primerjava podatkov po občinah, ki so se skozi čas ozemeljsko in imensko zelo spreminjale. Z namenom, da bi geografom olajšal raziskovalno delo, sem v tem diplomskem delu predstavil prostorsko organiziranost oz. upravno organiziranost slovenskega ozemlja od leta 1867 do danes. Ker je Slovenija že nekaj časa v Evropski zvezi, pa je vprašanje prostorske oz. upravno-teritorialne delitve ozemlja pomembno tudi iz gospodarskih in političnih razlogov. Slovenija še do danes nima vzpostavljene delitve na regije, oteženo pa je tudi predstavljanje podatkov na vseh nivojih NUTS, kot jih zahteva Evropska zveza. V diplomskem delu sem obdelal tudi to tematiko in predstavil vse dosedanje predloge novih pokrajin ter izdelal svoj model delitve Slovenije na pokrajine. Pri tem sem uporabil različne tematske karte in z metodo njihovega prekrivanja prišel do grobega obrisa novih pokrajin. Ker je bilo zelo težko določiti mejo med eno in drugo pokrajino, je bila uvrstitev občine v to ali ono pokrajino karseda objektivna, z upoštevanjem zgodovinskih, jezikovnih, gospodarskih in kulturnih povezav. Tako sem dobil 8 pokrajin, katerih imena sem večinoma povzel po zgodovinskih deželah in jih tako terminološko poenotil. Ker se s sedanjimi statističnimi pokrajinami nihče ne poistoveti, sem svojim predlogom dodal tudi grbe, ki simbolizirajo določeno pokrajino. Z namenom, da bi bil izdelek čim bolj objektiven, sem izdelal SWOT-analizo, ki sem jo podkrepil z obstoječo literaturo, ki se zavzema za večje ali majhne pokrajine.

Title:Division and administrative-territorial organisation of the Slovene territory from 1867 to 2010
Abstract:Political geographers, among others also deal with issues of organizational forms of states. Perhaps such an interest in political geography to many seems to be already obsolete, but today, seven years after Slovenia joined the European Union, it is still very topical. Most geographers in their work at least once meet with the display of statistical data according to some territorial units. This is a fairly simple task, until you need the data for a few years back and want to present them. Here, most problems arise because some summarize such data for Slovenia from the 1921 census without consideration and compare them uncritically, without being aware of the fact that at the time there was almost one-quarter of the Slovenian territory under foreign domination. Another example of uncritical assessment is a comparison of data by municipalities, which have over time been the object of very noticeable territorial and name changes. In order to facilitate research work to geographers, in my thesis I presented spatial and administrative organization of the Slovenian territory from 1867 till today. Since Slovenia has been a member of the European Union for some time, the question of spatial or administrative-territorial division of the territory is also important for economic and political reasons. Slovenia has so far not established a regional division, and it is also difficult to present the data at all levels of NUTS, as required by the European Union. In the thesis I also discussed this issue and came up with all the existing proposals for new regions, and built my own model of dividing Slovenia into regions. I used different thematic maps and with the overlapping method I came to the rough outline of the new regions. Since it was very difficult to determine the boundary between one and another region, placement of the counties into this or another region was as objective as possible, taking into account the historical, linguistic, economic and cultural ties. So I got eight regions, whose names I mostly recapped from historical lands and thus unified the terminology. As with the current statistical regions no one can identify themselves, I also added coats of arms to my solutions, symbolizing a certain region. In order to make the product as more objective, I made a SWOT analysis, which I sustained with the existing literature, which speaks up for bigger or small regions.
