Abstract:Danes ni več vprašanje, ali vzpostaviti sistem brezgotovinskega elektronskega cestninjenja za vsa vozila ali ne, saj so evropske smernice na področju plačevanja storitev jasne. Zaračunavanje uporabe cest naj bo sorazmerno z dejansko uporabo, to pa je mogoče le ob natančnem merjenju in obračunavanju vsakega prevoženega kilometra ceste. Diplomska naloga predstavlja raznolikost vpeljanih konceptov v državah Evrope in sveta, katere pospešeno uvajajo elektronsko cestninjenje, saj le to omogoča boljšo pretočnost prometa, zmanjšanje škodljivih emisij v okolje ter večje prihodke iz naslova cestninjenja. Diplomska naloga podaja koncept rešitve, ki izhaja iz osnovnih zahtev obračunavanja cestnin za vsa motorna vozila v prostem prometnem toku in je glede na zahteve najprimernejši za uvedbo v Republiki Sloveniji.

Title:INFRASTRUCTURE AND ECONOMIC ASPECTS OF INTRODUCING ELECTRONIC TOLL SYSTEMS IN THE FREE-FLOW
Abstract:It is not an issue any more whether to use electronic toll for all vehicles or not, as the European guidelines regarding payment of services are clear. Road use charging should be based on actual use, which can only be done with careful measurement and accounting of road mileage. The thesis represents the diversity of electronic toll collection concepts introduced in European countries and worldwide, since such tolling allows free flow, reduces harmful emissions and increases revenues from toll collection. The thesis presents a conceptual solution, which is based on the essential requirements of toll charging for all motor vehicles in free-flow and is best suited to the requirements for the introduction in the Republic of Slovenia.
