Abstract:
Diplomska naloga prikazuje vidik sistemizacije delovnih mest v javni upravi, ki vključuje tudi lokalne skupnosti. V diplomskem delu smo obravnavali primer lokalne skupnosti oziroma občinske uprave v Občini Kočevje. V uvodnem delu predstavljamo nekaj izhodišč za sistemizacijo delovnih mest, predvsem z zornega kota dokaj obsežne in podrobne normativne ureditve. V empiričnem razdelku obravnavamo veljavno ureditev sistemizacije delovnih mest v Občini Kočevje ter opišemo slabosti oziroma pomanjkljivosti te ureditve. Na tej osnovi predlagamo spremembo, ki naj bi prispevala k večji učinkovitosti in racionalnosti opravljanja nalog in dolžnosti občinske uprave.

Title:
SYSTEMATIZATION OF JOBS IN THE MUNICIPALITY OF KOČEVJE
Abstract:
This degree`s work presents systematization of jobs in the public administration which also includes local communities, whereby local municipal administration in the Municipality of Kočevje was taken as an example for the study. In introductory part we presented comprehensive normative regulations which define systematization of jobs in public administration. In empirical part of degree`s work an existing systematization of jobs in the Municipality of Kočevje was investigated and its weaknesses and imperfections were pointed out. On the basis of these findings we are suggesting a change which would improve the efficiency and rationality of tasks and obligations performed by municipal administration.
