Title:STROŠKOVNI MODEL ABSENTIZMA ZA PROIZVODNA PODJETJA

Abstract:Spremljanje zdravstvenega absentizma je aktualno, kar nakazujejo številne raziskave, članki ter znanstvene knjige, ki so že na voljo oziroma še nastajajo. Razlog za tolikšno zanimanje za to področje lahko vsekakor pripisujemo temu, da zdravstveni absentizem povzroča negativne posledice za delodajalce, zavarovalni sistem kakor tudi posameznike. Absentizem oz. izostajanje (od dela), odsotnost, kot je opredeljeno v Slovarju slovenskega knjižnega jezika, je zelo širok pojem, za katerega v različnih literaturah obstajajo različne definicije. Mi jo bomo razumeli predvsem kot bolezensko odsotnost oz. bolniško odsotnost, ki je ponavadi glavni razlog za izostanek z dela. Odsotnost z dela lahko ločimo na prostovoljno in na neprostovoljno (Steel, 2003). Na neprostovoljno odsotnost zaposleni nima vpliva, prostovoljna odsotnost pa je odsotnost, povezana z motivacijskimi dejavniki. Delodajalci se trudijo vpeljevati različne ukrepe, ki bi privedli do zmanjšanja absentizma. Ti ukrepi so v večini primerov naravnani na reševanje že nastale situacije, ko je torej problem že zaznan in je potrebno ukrepati. Vsekakor bi bilo potrebno uvajati ukrepe, ki bi delovali preventivno in bi torej zmanjševali absentizem na dolgi rok. Vsekakor je priporočljivo, da delodajalci uvajajo raznovrstne ukrepe. Namen magistrske naloge je predstaviti stroškovni model absentizma, s katerim bi lahko izračunali strošek absentizma, ki bi zajemal tri področja, in sicer stroške delodajalcev, stroške zavarovalnega sistema ter strošek posameznika. Naloga predstavlja različne ukrepe, ki jih z namenom zmanjšanja absentizma uvajajo podjetja v Sloveniji. Prav tako naloga predstavlja zakonsko ureditev na področju absentizma v Sloveniji ter v državah Evropske unije. Simulacija delovanja stroškovnega modela je opravljena in ponazorjena s študijo konkretnega primera proizvodnega podjetja. Predlagani stroškovni model je uporaben ob predpostavki, da je na razpolago dovolj informacij oz. podatkov, in sicer: podatki o plačah oziroma vrednosti nadomestila, število ur bolniške odsotnosti, višina oziroma odstotek nadomestila ter vrednost zdravstvenih storitev. Za celovito spremljanje stroškov zdravstva bi morali imeti opredeljene poteke zdravljenj posameznih bolezni. V zdravstvenem sistemu so že v letu 2005 pričeli z vpeljevanjem tako imenovanih kliničnih poti. Uvajanje kliničnih poti vpliva na boljše obvladovanje stroškov ter omogoča boljšo preglednost nad aktivnostmi. Hkrati z uvajanjem kliničnih poti bi lahko torej dobili učinkovit sistem za ugotavljanje in spremljanje stroškov zdravljenja.

Title:COSTS MODEL OF ABSENTEEISM FOR MANUFACTURE ENTERPRISES
Abstract:Monitoring absenteeism is a current subject, which is evident from a number of researches, articles and scientific books that are already available or are being made. The reason for so much interest in this area certainly resulted from the fact that absenteeism causes negative consequences for employers, the insurance system as well as individuals. Absenteeism from work or absence as defined in the dictionary of the Slovenian literary language is a very broad term which is defined in different ways in various different literatures. Primarily we will understand it as a sick leave, which is usually the main reason for absence from work. Absence from work can be divided into voluntary and involuntary (Steel, 2003). On one hand, employees have no influence on the involuntary absence, but on the other the voluntary absence is associated with the absence of motivational factors. As a matter of fact, employers are trying to introduce various measures that would lead to a reduction in absenteeism. These measures are in most cases intended to deal with the situation arising when a problem has been detected and action is necessary. However, it would be necessary to introduce preventive measures reducing absenteeism in the long term. In any case, it is recommended that employers take a variety of measures. My master thesis is aimed at presenting a cost model of absenteeism, which could calculate the costs of absenteeism covering three areas, namely employers' costs, insurance costs and the costs of individuals. This thesis comprises the presentation of a variety of measures being introduced in Slovenian companies in order to reduce absenteeism. Moreover, my thesis presents legal regulation of absenteeism in Slovenia and the EU countries. Simulation of the cost model is made and illustrated by a study of the case in the production company. The proposed cost model can be applied only if there is enough information or data, namely: data on salaries and compensation value, the number of hours of sick leave, the amount or percentage of compensation and the value of health services. For the comprehensive monitoring of health costs there should be a defined course of treatment of some diseases. In 2005 the health care system already began with the introduction of so-called clinical paths. Introducing clinical pathways resulted in better cost control and allows us better transparency of activities. Finally, when introducing clinical paths an effective system for identifying and monitoring the costs of treatment could be gained.
