Title:TERITORIALNA ORGANIZACIJA KRALJEVINE ŠPANIJE

Abstract:Kraljevina Španija je decentralizirana država, z visoko stopnjo samostojnosti španskih avtonomnih pokrajin ter širokim spektrom pooblastil pokrajin in občin v njihovih lastnih zadevah. Temelje teritorialne organizacije je postavila Španska ustava iz leta 1978, s pomembno določbo 2. člena, ki določa neločljivo enotnost španskega naroda, zagotavlja pravico do avtonomije narodnostim in regijami, ki tvorijo državo, in solidarnost med njimi. V nadaljevanju se ta člen razvije v pravilo, da se država ozemeljsko organizira v občine, pokrajine in avtonomne skupnosti, ki uživajo avtonomijo pri upravljanju in vodenju svojih interesov. Španija je strukturirana v 17 avtonomnih skupnosti in 2 mesti s posebnim statusom, podobnim skupnostim. Vsaka je sestavljena iz ene ali več pokrajin, katerih skupno število na vsem španskem ozemlju je 50. Vsaka je razdeljena na različno število občin, ki so temeljne ozemeljske entitete organizacijske strukture države ter katerih skupno število znaša trenutno 8128. Poleg teh ozemeljskih entitet pa pravno formalno obstajajo še druge, ki imajo svojo pravno sposobnost in nastajajo z združevanjem občin. Mednje spadajo skupnost občin, metropolitanska območja in okoliši, ki so različnih velikosti ter ustanovljene z drugačnimi nameni.

Title:TERRITORIAL ORGANIZATION OF SPAIN
Abstract:Spain is a decentralized country with a high degree of autonomy in Spanish Autonomous regions and a wide range of powers of provinces and municipalities in their own affairs. The foundations of territorial organization have been set by the Spanish Constitution from the year 1978 with its important provision of the 2nd article, which provides inherent unity of the Spanish nation, guarantees the right to autonomy of all the nationalities and regions that compose the country and encourages solidarity among them. Furthermore, this article is developed into the rule that the state is territorial organized into municipalities, provinces and Autonomous Communities, which are entitled to autonomy in managing their own interests. Spain is structured into 17 Autonomous Communities and 2 cities with special status that is similar to the Communities. Each is consisted of one or more provinces. Altogether, there are 50 of them extended throughout the Spanish territory. Every province is divided into different number of municipalities. These are basic territorial entities of the organizational structure and whose total number is currently at the 8128. Apart from these territorial entities and legal terms, there are others that have legal capacity and are created by combining municipalities. These include the Community of municipalities, metropolitan areas and surroundings, which are different in size, and created with different intentions.
