Abstract:	Danes elektronsko poslovanje ne pomeni zgolj izmenjave podatkov preko spleta oziroma računalniških omrežij, ampak povzema širše dogajanje v prepletanju organizacijskih, pravnih in tehnoloških pristopov. Učinkovito integriranje teh gradnikov nam omogoča preoblikovanje poslovnih procesov v legitimno elektronsko poslovanje, ki dosega optimizacijo in racionalizacijo poslovanja. Brezpapirno poslovanje kot ključni cilj elektronskega poslovanja in aktualne razmere v poslovnem svetu postavlja digitalizacijo fizičnih dokumentov v ospredje rešitev za obvladovanje vsebin. Trend digitalizacije velja predvsem za dokumente z nestrukturiranimi podatki. Ko govorimo o poslovnih procesih, kjer je možno vhodni dokument in njegove podatke strukturirati v obliko elektronskih obrazcev, vlog ali zahtevkov, lahko proces obdelovanja podatkov popolnoma avtomatiziramo z elektronskim procesiranjem podatkov, pri tem pa uspešno povezujemo poslovni proces med naročnikom in ponudnikom storitve. V celotnem procesu tako obdelujemo zgolj elektronski dokument. Elektronski podpis, overjen s kvalificiranim digitalnim potrdilom (KDP), je po Zakonu o elektronskem poslovanju in elektronskem podpisu (ZEPEP) enakovreden lastnoročnemu podpisu in je na slovenskem trgu tudi najbolj razširjena oblika elektronskega podpisa. Za pridobitev mora naročnik skozi formalni postopek identifikacije ustanove, ki takšna potrdila izdaja. Prosilec s svojim podpisom izkazuje avtentičnost vloge in podatkov na njej. In ker gre za postopek pridobitve KDP, ki je ključni element elektronskega podpisa, po zakonu primerljivega z lastnoročnim podpisom, se pojavi vprašanje, ali je možno poslovni proces izdaje KDP preoblikovati v elektronsko poslovanje. V diplomski nalogi bomo predstavili idejni koncept uvedbe modela elektronskega poslovanja na primeru procesa izdaje KDP v Certifikatski agenciji Pošte Slovenije – Poštarca.

Title:	ELECTRONIC COMMERCE MODEL ON THE CASE OF ISSUANCE OF QUALIFIED DIGITAL CERTIFICATES
Abstract:	Nowadays electronic commerce not only represents an exchange of information via the Web or computer networks, but also broader developments in the network of organizational, legislative and technological approaches. The effective integration of these components allows business processes to be transformed into legitimate electronic transactions, enabling operations to be optimised and streamlined. Due to paperless transactions being the key objective of electronic commerce and the current situation in the business world, the digitalisation of physical documents has become the ultimate solution for managing contents. The digitalisation trend is particularly applicable for documents containing unstructured data. Business processes can be fully automated through electronic data processing in business processes where the input data can be defined and transformed into a structure similar to those used in forms, applications or claims. Electronic signatures verified with qualified digital certificates (QDC) are equivalent to handwritten signatures under the Electronic Commerce and Electronic Signature Act (ZEPEP) and the most prevalent form of electronic signature in Slovenia. To obtain a QDC, the applicant must go through the formal identification processes of institutions that issue such certificates. The applicant demonstrates the authenticity of the form and data contained therein through his or her handwritten signature. As this is a procedure for obtaining the QDC, which is a key element of electronic signatures legally comparable to a handwritten signature, the question arises whether it would be possible to convert this business process into an electronic transaction? In this diploma thesis we will present the ideological concept of introducing an electronic model and the possibility of its introduction in the QDC issuance process at the certification authority Poštarca.
