Abstract:Z gotovostjo lahko trdimo, da je področje zdravstvene dejavnosti zelo zahtevno in obsežno področje. Gre za razvejan sistem, ki je izredno dinamičen in se nenehno spreminja. Zdravstvena dejavnost je ena izmed najpomembnejših dejavnosti v življenju posameznika in nujno potrebna za delovanje celotne družbe. Vse hitrejši razvoj zdravstvene dejavnosti, ki se vztrajno draži ima za posledico vse večje materialne zahteve do družbe in do posameznika. Z relativno omejenimi viri je vse težje plačevati naraščajoče zdravstvene potrebe, zahteve in pričakovanja prebivalstva, ki se vse hitreje stara. Naraščajoči izdatki pa kaj hitro lahko pomenijo tudi resen finančni problem za državo. Da bi vse to zmogli je še posebno skrb potrebno posvečati upravljanju in vodenju javnega zdravstva, ki postaja vse bolj zahtevno. To pa je izziv za managerje v javnih zdravstvenih službah, kajti to so področja, kjer se optimalne upravljalske in poslovodne rešitve šele iščejo. Od tistega, ki vodi javni zdravstveni zavod se namreč pričakuje, da zna uravnotežiti naraščajoče povpraševanje po zdravstvenih storitvah z objektivno omejeno ponudbo virov ter optimizirati kakovost zdravstvene oskrbe in zadovoljstvo ljudi. Spremembe so nujne! Če so do sedaj javne zdravstvene zavode vodili zdravniki, sedaj država pričakuje pomoč managerjev, ki naj bi s svojim strokovnim znanjem pomagali blažiti naraščajoče finančne stiske. Pomanjkanje javnega denarja za zagotavljanje socialnih pravic naj torej delno nadomesti dober manager. Problemi, ki so se nakopičili v zdravstveni dejavnosti, kar kličejo po spremembah, kar je potrdila tudi analiza ankete, saj si poleg bolnikov oziroma ljudi tudi zdravstveni delavci želijo sprememb v zdravstvenem sistemu, zato je klic po spremembah v zdravstveni dejavnosti še toliko močnejši!

Title:THE MANAGEMENT OF PUBLIC HEALTH SERVICES
Abstract:It may be claimed with much certainty that healthcare is a very complex and extensive field. It is a ramified system which is extremely dynamic and is constantly changing. Healthcare is one of the most significant activities in the life of an individual and is necessary for the functioning of the entire society. As a result of the increasingly rapid development of healthcare which is constantly becoming more expensive, there are also increasing material demands from society and individuals. Due to relatively restricted resources, it is becoming more difficult to pay for the increasing medical needs, requirements, and expectations of a rapidly aging population. Higher expenses can quickly pose a financial problem for the state. To be able to deal with this, special attention must be given to the management of public healthcare, however this is becoming increasingly more difficult. This is a challenge for managers in public healthcare services because they cover areas where optimal managerial solutions are still being sought. Whoever is managing a public healthcare facility is expected to be able to balance the increasing demand for healthcare services and the objectively restricted supply of resources and thus optimize the quality of healthcare and the satisfaction of people. Changes are necessary. Until now, public healthcare facilities have been managed by doctors; however, now, the state is expecting the assistance of managers who could use their expertise to deal with the increasing financial difficulties. The lack of public finances for ensuring social rights should therefore be partially substituted by a good manager. The problems which have accumulated in healthcare call for changes, which was also confirmed by a survey analysis that shows that, in addition to patients, healthcare workers also desire to see changes in the healthcare system and this makes the need for changes in healthcare that much stronger.
