Abstract:	Specialistično delo opisuje izgradnjo informacijskega sistema za podporo odločanju o zakonodajnih predlogih in drugih aktih Evropske unije (v nadaljevanju EU dokumentacija). Vzporedni sistem, ki pokriva dokumente s stopnjo tajnosti RESTREINT UE, pa se imenuje I-EUP. Problem obstoječega sistema zakonodajnega postopka z EU je bila, da vsi pretoki dokumentov in usklajevanja potekali preko osebnih poštnih nabiralnikov. Lahko bi rekli, da nikjer ni bilo nobene kontrole nad dokumenti, dogajalo se je, da se je pošta izgubila ali ni prišla do pravih oseb. Veliko usklajevanj je bilo nepotrjenih, prav tako je veliko odzivov odšlo na napačna ministrstva, ki niso pristojna za reševanje le teh. Zato veliko stališč RS ni bilo pripravljenih. Dokumenti, ki so bili v usklajevanju, in originalni dokumenti, niso bili nikjer arhivirani. Nahajali se na osebnih poštnih nabiralnikih ali v osebnih arhivih na lokalnih računalnikih, kar seveda ni varno. Pri implementaciji novega informacijskega sistema je uporabljena metodologija, ki jo predpisuje/zahteva državna uprava in Evropska unija: • EMRIS – Enotna metodologija razvoja informacijskih sistemov, • MoReq – Model zahtev za upravljanje elektronskih dokumentov. Osnovni namen opisane rešitve je zagotoviti učinkovit informacijski sistem za podporo pripravi stališč v postopku sprejemanja zakonodajnih predlogov in drugih dokumentov Evropske unije. Zato je potrebno informacijsko podpreti celoten proces upravljanja dokumentov (evidentiranje, razvrščanje, signiranje, spremljanje rokov,…), ki bodo prihajali v Slovenijo po elektronski pošti U32Mail/Extranet in drugi varni liniji, kjer prispejo v Slovenijo INTERNI dokumenti. Rezultat naloge je enoten informacijski sistem za podporo odločanju o zakonodajnih predlogih in drugih aktih EU, ki ga bo uporabljala celotna državna uprava Republike Slovenije. Hkrati se bo vzpostavil tudi vzporedni sistem za dokumente s stopnjo tajnosti INTERNO in pa arhiviranje dokumentov. Moje delo pri celotnem projektu je vlogi vodja projekta na strani izvajalca. Največji poudarek je pomoč pri popisu obstoječega stanja, analizi, načrtovanju, razvoju, testiranju in uvedbi aplikacije. Vsekakor pa ne smemo izpustiti koordinacijo in veliko usklajevanja med naročnikom in izvajalcem, ki pripomore k hitrejši, boljši in učinkovitejši rešitvi

Title:	IT system to support the passing of pecisious on legislative and other EU (council) acts
Abstract:	This specialist dissertation describes the development process of the information system which supports the decision making as it occurs in legislative proposals and other legislative acts of the European Union (further on referred as EU documentation). Parallel system, which covers the documentation with the level of confidentiality RESTREINT UE, is called I-EUP. The main problem of the current legislative procedure with EU was the document workflow which used the personal mailboxes as the means of document management and coordination. It is possible to argue that the control of document workflows was not in place. Many times the mail was lost or misplaced. Moreover, many coordination documents were not confirmed, and the responses were mailed to the Ministries with the wrong jurisdiction. Above all, official positions of the Republic of Slovenia on many topics were not prepared due to the ineffective document management. Documents that have been in coordination and original documents were not archived. Keeping the documents in personal mailboxes and archives on personal PCs exposed the documents to a high level of security risk. The implementation of new information system was executed by using the methodology regulated/requested by State Administration and European Union: • EMRIS – Uniform Methodology of Information System Development, • MoReq – Model of Requests for Managing the Electronic Documentation. The basic purpose of the described solution is to ensure the effective information system for supporting the preparation of positions in the process of accepting the legislative proposals and other European Union documentation. It is necessary to support the entire process of document management (recording, sorting, labeling, monitoring of deadlines...) and to include the documents which are mailed to Slovenia by electronic mail U32/Extranet as well as by other secure lines used for receiving INTERNAL documents. The outcome of the dissertation is the uniform information system which supports the decision making in the process of legislative proposals and other legislative acts of European Union. This information system is going to be used by the entire State Administration of the Republic of Slovenia. At the same time, a parallel system is going to be established for the documents classified as INTERNAL and for their archiving as well. I acted as a project manager for the supplier of the information system solution. My major responsibilities were: assisting with the capturing the current status of the process, analyzing, planning, development, testing and with the implementation of the application. A big part of my responsibilities were also the coordination and synchronization of the supplier and customer expectations to enhance bringing the project to quick, better and more effective closure.
