Title:PRIMERJAVA BREZPOSELNOSTI MED GORIŠKO IN POMURSKO REGIJO V LETIH 2007-2010

Abstract:V decembru leta 2008 je v Slovenijo začela prihajati splošna gospodarska kriza, ki je zelo veliko prispevala k brezposelnosti. Glede na današnje dogajanje v gospodarstvu, bomo raziskovali gibanje brezposelnosti v goriški in pomurski regiji. Za ti dve regiji smo se odločili, ker sta eni izmed najmanjših regij v Sloveniji. Na Goriškem so se neugodna gibanja na trgu dela začela decembra 2009, ko je postala regija z najvišjo stopnjo brezposelnosti med regijami osrednje in zahodne Slovenije. Število brezposelnih se je povečalo za kar 50 %. Pred tem je veljala za regijo z najnižjo stopnjo brezposelnosti. Tako kot na Goriškem je tudi v Pomurju prišlo do nenadnega povečanja brezposelnih oseb. Ker je pomurska regija usmerjena v gospodarske dejavnosti z nižjo dodano vrednostjo na zaposlenega, spada med najmanj razvite slovenske pokrajine. Konec januarja 2010 je bilo v Pomurju registriranih 11.094 brezposelnih oseb, kar je največ od leta 1991. V diplomskem delu je izdelana primerjava registrirane brezposelnosti na Goriškem in v Pomurju v letih 2007-2010. Rezultati analize so pokazali, da je delež registriranih brezposelnih oseb glede na aktivno prebivalstvo v Pomurju višji kot na Goriškem. Največji problem brezposelnosti v obeh regijah predstavljata starostna skupina prebivalstva med petdesetim in šestdesetim letom ter delavci z nizko stopnjo izobrazbe. Kljub povečanju vključenosti v programe aktivne politike zaposlovanja in zaposlitve, ki so se zgodile po programu, je brezposelnost še vedno velik problem obeh regij. V letu 2009 je na Goriškem bilo realiziranih zaposlitev po zaključenih programih aktivne politike zaposlovanja 55,68% v letu 2010 se je stopnja realiziranih zaposlitev znižala. V tem letu je predstavljala stopnja realiziranih zaposlitev po zaključenih programov aktivne politike zaposlovanja 41,52% vseh vključitev. V Pomurju je bil delež realiziranih zaposlitev po zaključenih programih aktivne politike zaposlovanja v letu 2009 45,66%. Tako kot na Goriškem se je delež zaposlitev po vključenih programih aktivne politike zaposlovanja znižal tudi v Pomurju in je predstavljal 38,89% vseh vključitev. Zmanjšanje števila brezposelnih oseb bi gotovo lahko dosegli z racionalnim vključevanjem brezposelnih oseb v programe aktivne politike zaposlovanja.

Title:COMPARISON OF UNEMPLOYMENT BETWEEN GORIŠKA AND POMURSKA REGION IN YEARS 2007-2010
Abstract:In December 2008, the general economic crisis started to come also to Slovenia, and this certainly had a very significant contribution to unemployment. Based on the current developments in the economy, we will study the movement of unemployment in Goriška and Pomurska region. These two regions were chosen because they are one of the smallest regions in Slovenia. In Goriška region, the adverse developments in the labour market began in December 2009 when it became the region with the highest unemployment rates among the regions of Central and Western Slovenia. The number of the unemployed increased by 50% - before, it was already considered a region with the lowest unemployment rate. A dramatic increase of unemployed people occurred in Pomurje region as well. The region Pomurska is oriented in the economic activities with low added value per employee, and is therefore among the least developed in Slovenia. At the end of January 2010 there were registred unemployment 11,094 people in Pomurje, the highest since 1991. The thesis presents a comparison of registered unemployment between Goriška and Pomurska region in the years 2007-2010.The results of the analysis showed that the unemployment is higher in Pomurje than in Goriška. The most problematic issues of both regions are the unemployment of the age group 50-60, and the low education level. Despite the increase in the participation in active employment policy, and employment, which occurred after the program, unemployment remains a major problem in both regions. In the year 2009, there was 55,68% of realised employments according to the programes of active employment policy in Goriška, but the degree of relised employments decreased in 2010. In this year, the degree of realised employments according to the programe of active employment policy presented 41.52% of all incorporations. In Pomurje the share of realised employment according to programe of active employment policy was 45.66% in the year 2009. As in Goriška, the share of emloymets according to integrated programes of active employment policy decreased also in Pomurje and presented 38.89% of all incorpotation. To reduce the number of unemployed people a rational integration of the unemployed in active employment policy would be a solution bearing positive results.
