Title:IZPOLNJEVANJE KONVERGENČNIH KRITERIJEV V PRIDRUŽENIH ČLANICAH EVROPSKE UNIJE

Abstract:Maastrichtski konvergenčni kriteriji so dobili ime po pogodbi o Evropski uniji iz leta 1992. V bistvu gre za štiri konvergenčne kriterije, saj javnofinančni položaj merimo z dvema meriloma (javnofinančni dolg in javnofinančni deficit). Kriterije delimo na tri monetarne in dva fiskalna kriterija. Monetarni kriteriji so: inflacija, devizni tečaji in obrestne mere. Fiskalna kriterija sta: javnofinančni dolg in javnofinančni deficit. Svetovna gospodarska kriza je predvsem po letu 2008 imela velik vpliv na oblikovanje in izpolnjevanje konvergenčnih kriterijev v državah članicah EU. S tem delom diplomskega seminarja smo želeli raziskati, kako države, ki niso članice EU in to želijo v kratkem postati, izpolnjujejo konvergenčne kriterije. Če želijo države prevzeti evro je smotrno, da se še preden vstopijo v EU skušajo izpolnjevati kriterije, saj jim to omogoča lažje in hitrejše vključevanje v evropsko integracijo oziroma prevzem skupne valute. V naši analizi Islandija ne izpolnjuje prav nobenega konvergenčnega kriterija. Za razliko od Islandije pa Makedonija nima nobenih težav pri izpolnjevanju konvergenčnih kriterijev in izpolnjuje prav vse tri kriterije. Hrvaška in Turčija izpolnjujeta po dva kriterija. Prva ne izpolnjuje kriterija glede javnofinančnega deficita, druga pa ne izpolnjuje kriterija glede inflacije.

Title:CONVERGENCE CRITERIA IMPLEMENTATION IN ASSOCIATED MEMBERS OF EUROPEAN UNION
Abstract:Maastricht convergence criteria have been given the name by the Treaty on European Union in 1992. There are four convergence criteria, because government is measured with two criteria (public debt and fiscal deficit). The criteria are divided into three monetary and two fiscal criteria. Monetary criteria are: inflation, exchange rates and interest rates. Fiscal criteria are: government debt and fiscal deficit. The global economic crisis, particularly since 2008, had a major impact on the formation and fulfillment of the convergence criteria in the EU member states. With this seminar we wanted to explore how countries that aren't EU members are meeting the convergence criteria. If countries wish to adopt the euro, it is useful that they meet criteria before they enter the EU, because this makes it easier and faster to adopt the euro. In our analysis we found out that Iceland does not fulfil absolutely none convergence criteria. Unlike Iceland, Macedonia has absolutely no problems in meeting the convergence criteria. They fulfil all three criteria. Croatia in Turkey fulfil two criteria. The first does not meet the criteria for the general government deficit, while the other does not meet the criteria for inflation.
