Title:Vključevanje tehnike boksa v policijske trenažne procese : diplomsko delo visokošolskega strokovnega študija

Abstract:Policijska pooblastila so dana policiji kot orodje za izvajanje predpisanih nalog, da lahko uspešno in učinkovito opravlja z zakoni in s podzakonskimi predpisi določene naloge. Med pooblastila sodijo tudi prisilna sredstva, ki pomenijo zelo hud poseg v človekovo osebno integriteto in dostojanstvo. Vsako policijsko pooblastilo, tudi najmilejše, posega v določeno človekovo pravico ali svoboščino. Pri uporabi prisilnih sredstev je potrebno spoštovati človekove pravice in temeljne svoboščine. K temu nas zavezujejo ustava, mednarodne konvencije in drugi predpisi, zato morajo policisti dobro poznati zakonodajo in biti tudi ustrezno strokovno usposobljeni. Policija v svetu pri opravljanju svojih nalog uporablja fizično silo tudi v obliki tehnik boksa, ki ji v določenih primerih pomaga učinkoviteje in lažje opravljanje njihovih nalog. Temu trendu bi morala slediti tudi slovenska policija; zaradi sorazmerne hitre osvojenosti elementarnih tehnik udarjanja bi bilo zaželeno vključevanje te borilne veščine v trenažne procese. Tehnike boksa so v policiji Velike Britanije in predvsem v ameriški policiji uveljavljene že dlje časa. Uporaba fizične sile oziroma vključevanje tehnik boksa v policijske trenažne procese v slovenski policiji bi predstavljala veliko pridobitev in prednost pri nekaterih področjih dela, predvsem zaradi njenih tehničnih karakteristik. Za razliko od drugih vrst prisilnih sredstev je uporaba fizične sile v policijskih postopkih opredeljena kot oblika obvladovanja upiranja in odvračanja napadov in je njena uspešna uporaba odvisna od telesnih značilnosti in sposobnosti policistov pri opravljanju policijskih nalog. Za njeno uporabo je potrebno praktično usposabljanje, da se osvojijo zahtevne tehnike uporabe.

Title:THE IMPLEMENTATION OF BOXING TECHNIQUES INTO THE POLICE TRAINING PROCESSES
Abstract:Police powers are legally prescribed measures which enable police officers to perform their tasks, as prescribed with regulations, effectively and successfully. The means of force which mean the severe intervention in personal integrity and dignity are among the police powers as well. Each police power represents a specific intervention in the human integrity and dignity. Even the mildest powers affect human rights and fundamental freedoms which need to be respected. When performing their tasks, police officers must act in accordance with the Constitution, international conventions and laws and respect and protect human rights and fundamental freedoms. In accordance with that, the police officers need to be well acquainted with the law and professionally trained. The police around the world use physical force to perform some of their tasks effectively and more easily. I believe that the Slovene police should follow this trend as well. The implementation of boxing techniques into the police training processes or in other words the use of physical force is desirable. It has been used in Great Britain and the USA for a long time. The implementation of boxing techniques into the police training processes in the Slovene police would be a great asset and advantage due to its technical characteristics in many fields of work. In contrast with other powers, the physical force is mostly meant to defend and to protect the police officers at their work. In order to use it, practical training is necessary, where the police officers learn about its characteristics and techniques.
