Abstract:	Pravica do zbiranja in do javnih zborovanj je temeljna človekova pravica, ki se je začela razvijati hkrati z zahtevami po demokratičnih svoboščinah, ter precej sočasno z gospodarskimi spremembami ob pojavu liberalizma. Namen zaključne naloge je predstaviti javne shode skozi veljavno zakonodajo. Poudarek bo predvsem temeljil na vlogi in odgovornosti organizatorja protestnega shoda s službami, ki jih organizator zagotavlja v času javnega shoda. Zaradi razumevanja izvajanja nalog in odgovornosti vseh udeleženih v javnem shodu bo opisana tudi področje psihologije množice. Tako bo na začetku obdelan pojem množice in opazovalcev ter dejavnike, ki vplivajo na vedenje posameznika v množici. Opisane bodo najpogostejše oblike množic in pa načine vplivanj na samo množico. V nadaljevanju bo predstavljena vloga in dolžnosti organizatorja, ko se odloči, da bo organiziral javni shod. Nadalje je predstavljena vloga policije in njenih pooblastil, ki jih ima na voljo v času od prijave oziroma zaznave javnega shoda do zaključka. V nalogi bodo tako predstavljena pooblastila organizatorja javnega shoda, njegovih služb in tudi pooblastila in prisilna sredstva, ki jih policija sme uporabiti, ko pride do izgredov med samim javnim shodom. V zaključku naloge je opisan primer protestov v Ljubljani, ki so bili organizirani 19.5.2010 in preko analize dogodka bodo predstavljene ugotovitve oziroma pomanjkljivosti pri zagotavljanju varnosti udeležencev in ostalih ljudi ter premoženja. Naloga se zaključi z navedbo pomanjkljivosti pri organiziranju in izvedbi javnih shodov in s predlogi oziroma smernicami za kvalitetnejše nadaljnjo delo.

Title:	MASS DEMONSTRATION AND POLICE POWERS
Abstract:	Right of assembly and public meeting is a fundamental human right, which began to develop simultaneously with the requirements of democratic freedoms, and quite at the same time of economic change at the onset of liberalism. The purpose of the written work is to present the public meetings through legislation. The focus will be primarily based on the role and responsibility of the organizer of a protest with the services provided by the organizer during the public meeting. To understand the tasks and responsibilities of all parties involved in a public rally will also describe the area of crowd psychology. It will initially treat the concept of the crowd and observers, and the factors that influence the behavior of individuals in the crowd. Describes the most common form of the masses and it only means of influencing the crowd. The following will present the role and responsibilities of the organizer, when he decides to hold a public meeting. Furthermore, it presents the role of the police and their powers at its disposal at the time of logon. The thesis will be presented to the organizers of public gathering powers, its services and the powers and means of restraint by the police can use when it comes to public disturbances during the proposed demonstration. In conclusion, discusses the protests in Ljubljana, which were organized through 19.05.2010 and analysis of the event will be presented and deficiencies in the safety of participants and other people and property. The task is terminated with an indication of shortcomings in the organization and conduct of public gatherings and the suggestions and guidelines for further work of higher quality.
