Title:Neupravičena proizvodnja in promet s predhodnimi sestavinami za izdelavo prepovedanih drog : diplomsko delo univerzitetnega študija

Abstract:Dandanes si nihče praktično ne predstavlja življenja brez različnih kemijskih izdelkov, kot so npr. pralni praški, barve, čistila, mila, zdravila. Za izdelavo teh izdelkov farmacevtska, kemična ali kakšna druga industrija v celoti ali vsaj delno potrebuje različne kemikalije. Vendar pa te kemikalije zaradi svojih specifičnih sestavin posamezniki uporabljajo pri proizvodnji prepovedanih drog. Te kemikalije se imenujejo predhodne sestavine ali prekurzorji in iz njih je mogoče izdelati prepovedane droge ali jih uporabiti pri njihovi izdelavi. Posamezniki oz. kriminalne združbe najpogosteje preusmerjajo predhodne sestavine iz različnih tovarn, te jih uporabljajo v zakonite namene za svoje izdelke, tako da ponaredijo razne dokumente. Ker pa pristojni organi zelo učinkovito nadzorujejo promet s predhodnimi sestavinami, je preusmerjanje kemikalij kriminalnim združbam bolj in bolj oteženo. Vendar so te ugotovile, da lahko iz kemikalij, ki niso dokumentirane kot predhodne sestavine, le-te tudi izdelajo. S temi kemikalijami so lahko nemoteno trgovali, dokler pristojni organi niso sestavili liste predprekurzorjev in s predpisom zagotovili tudi nadzor nad njimi. Kontrolirana ali nadzorovana pošiljka je pošiljka prepovedanih drog ali predhodnih sestavin na poti od proizvajalca oz. prodajalca vse do končnega uporabnika. Pristojni organi zanje vedo in jih nadzorujejo z namenom, da identificirajo čim več oseb, vpletenih v kriminaliteto prepovedanih drog.

Title:UNAUTHORIZED PRODUCTION AND TRANSPORT OF PRECURSORS FOR ILLICIT DRUGS
Abstract:Today, it is almost impossible for anyone to imagine a life without various chemical products, such as e.g. detergents, colours, cleaning fluids, soaps, medicaments. To manufacture these products pharmaceutical, chemical or other industries require different chemicals, in order to produce whole or just parts of the final product. However, due to their specific ingredients these chemicals are also used by individuals in the production of illegal drugs. These chemicals are called precursor compounds or precursors, and can be used to produce illegal drugs or just take part in their manufacture. With the usage of various fake documents, individuals or criminal groups often divert precursors from different factories that use these compounds for legitimate purposes of producing their products. In view of this, the authorities engage in a very effective control of trade, which makes diverting these precursor chemicals more and more difficult for criminal organizations. However, in the meantime, the criminal market discovered that chemicals which are not documented as precursor compounds can be used to manufacture the precursors needed to make illegal narcotics. The trade of these chemicals had been able to run freely until the responsible authorities have drawn up a list of these pre-precursors and also adopted a regulation that provided control over them. A controlled delivery is a delivery of controlled substances, such as illegal drugs, psychotropic substances or precursors from which illegal drugs can be formed. Controlled deliveries are authorised and carried out under control of official authorities, in order to identify as many of those involved in drug crime as possible.
