Abstract:	Namen prispevka: Namen prispevka je analizirati vlogo in dejavnosti Uprave za notranje zadeve Krško v času akcije »Sever« v letu 1989, v kateri je imela ta uprava eno od ključnih vlog pri preprečitvi prihoda udeležencev mitinga v Ljubljano. Metodologija: V skladu z namenom prispevka so bile uporabljene ključne kvalitativne metode in predvsem analiza vsebin primarnih in sekundarnih pisnih virov ter dokumentov, povezanih z akcijo »Sever«. Analiza je obsegala tudi temeljit vpogled in oceno dejavnosti takratne milice v Posavju. Ugotovitve: Ugotovitve kažejo, da je bila akcija »Sever« izjemnega pomena za pridobitev višje stopnje samozavesti in medsebojnega zaupanja vseh pripadnikov organov za notranje zadeve, ki so v akciji sodelovali. V organizacijskem smislu je bila ta akcija generalka za delovanje v osamosvojitveni vojni oziroma v vseh poznejših dogodkih, povezanih z osamosvojitvijo Slovenije. Akcija »Sever« je bila nesporno ena od pomembnih sestavin osamosvojitvenih procesov. Milica je pri načrtovanju in izvajanju nalog na območju Posavja pridobila bogate izkušnje za racionalno uporabo razpoložljivih sil in sredstev, izkušnje pri sklicu in večjih premikih njenih pripadnikov na večjih razdaljah ter pri nastanitvi in oskrbi enot z materialnotehničnimi sredstvi in prehrano, ne nazadnje pa so različne službe znotraj Uprave za notranje zadeve Krško pridobile bogate izkušnje v medsebojnem koordiniranju in usklajenem delovanju. Ugotovljena je bila velika stopnja odgovornosti, strokovnosti in pripravljenosti za izvedbo naloženih nalog vseh sodelujočih, vključno s 100-odstotnim odzivom v mobilizaciji. Pomembno je bilo spoznanje, da je celotno prebivalstvo milico kar najbolj podpiralo in ji pomagalo pri izvajanju varnostnih nalog. Omejitve/uporabnost raziskave: Ugotovitve analize se nanašajo izključno na milico in druge notranje organizacijske enote UNZ Krško in organov za notranje zadeve nasploh v času akcije »Sever« v letu 1989. Uporabnost analize je zelo pomembna tudi za razumevanje vloge milice in drugih organizacijskih enot UNZ Krško v času akcije »Sever« in pri drugih osamosvojitvenih procesih. Praktična uporabnost: Ugotovitve analize bodo uporabne kot prispevek k dokumentiranju pomembne vloge miličnikov in drugih delavcev UNZ Krško v osamosvojitvenih procesih in akciji »Sever«. Izvirnost/pomembnost prispevka: Vloga UNZ Krško oziroma milice v Posavju v akciji »Sever« je s tem prispevkom prvič analizirana in predstavljena.

Title:	The Role and Activities of the Krško Internal Affairs Administration during Operation »Sever«
Abstract:	Purpose: The purpose of the article is to analyse the role and activities of the Krško Internal Affairs Administration during Operation »Sever« in 1989, in which it played one of the key roles in the prevention of the arrival of the rally participants in Ljubljana. Methodology: In accordance with the purpose of the article, key qualitative methods and especially an analysis of the contents of primary and secondary written sources as well as documents related to Operation »Sever« were used. The analysis also comprised a thorough inspection and assessment of the activities of the then police in the Posavje region. Findings: The findings show that Operation »Sever« was extremely important for the achievement of a higher level of self-confidence and the mutual trust of all the members of the internal affairs bodies who participated in Operation »Sever«. From the organizational point of view, it was a rehearsal for the activities carried out during the war for independence and for all later events connected with Slovenia gaining independence. Operation »Sever« was indisputably one of the most important elements of the independence process. When planning and carrying out the tasks of the police force in the territory of the Posavje region, the police force gained rich experience in relation to the efficient use of the forces and funds available, experience in calling up members of the force and in realising the movement of members of the police force over large distances, in accommodating and supplying units with material and technical facilities as well as with food, and, furthermore, the police force also gained rich experience in relation to the mutual coordination and coordinated operation of various services of the Krško Internal Affairs Administration. A high level of responsibility, proficiency, and the willingness of all participants to carry out their assigned tasks was established, which included a 100% response during the mobilization. It is important to realise that the whole population supported and assisted the police force in the performance of its security duties to the maximum extent possible. Research limitations/implications: The findings of the analysis refer solely to the police force and other internal organizational units of the Krško Internal Affairs Administration and to the internal affairs bodies in general during Operation »Sever« in 1989. The implications of the analysis are very important also for an understanding of the role of the police and other organizational units of the Krško Internal Affairs Administration during Operation »Sever« and during other independence processes. Practical implications: The findings of the analysis will be useful as a contribution to documenting the important role of police officers and other workers at the Krško Internal Affairs Administration during the independence process and Operation »Sever«. Originality/Value: The role of the Krško Internal Affairs Administration or rather the police force in the Posavje region during Operation »Sever« is here analysed and presented for the first time.
