Abstract:	Namen prispevka: Namen prispevka je predstaviti organiziranost Uprave za notranje zadeve Novo mesto med akcijo »Sever« ter njene naloge in ukrepe, predvsem naloge takratnega inšpektorata milice v Upravi za notranje zadeve Novo mesto, posredno pa tudi naloge in ukrepe postaj in oddelkov milice ter enot posebne enote milice. Posebej sta izpostavljena vloga in mesto operativnega štaba UNZ Novo mesto pri izvajanju in načrtovanju svojih nalog in ukrepov med akcijo »Sever«. Metodologija: V skladu z namenom prispevka je bila opravljena analiza primarnih in sekundarnih pisnih virov ter dokumentov, povezanih z akcijo »Sever« in delovanjem takratne UNZ Novo mesto in enot milice. Ugotovitve: Dejavnosti Uprave za notranje zadeve Novo mesto in enot milice, katerih namen je bil preprečiti »miting resnice«, so bile v akciji »Sever« dobro načrtovane in organizirane, potekale pa so ob prvi in drugi napovedi mitinga leta 1989. V akcijo »Sever« so bile na območju novomeške uprave pod uspešnim vodstvom operativnega štaba vključene vse enote milice, enote posebne enote milice Republiškega sekretariata za notranje zadeve in druge notranje organizacijske enote Uprave za notranje zadeve Novo mesto. Omejitve/uporabnost raziskave: Ugotovitve prispevka se nanašajo izključno na Upravo za notranje zadeve Novo mesto in enote milice v zvezi s preprečitvijo »mitinga resnice« med akcijo »Sever« leta 1989 in bodo pripomogle k razumevanju njihove vloge. Praktična uporabnost: Prispevek bo na podlagi opravljene analize prispeval k dokumentiranju pomembne vloge, ki so jo imele Uprava za notranje zadeve Novo mesto in enote milice v akciji »Sever« in drugih osamosvojitvenih procesih. Izvirnost/pomembnost prispevka: Prispevek je prva predstavitev in analiza načrtovanja in vodenja akcije »Sever« na območju Uprave za notranje zadeve Novo mesto.

Title:	No to »the Rally of Truth«
Abstract:	Purpose: This article aims to present the organisation of the Novo mesto Internal Affairs Administration during Operation »Sever«, its duties and tasks, and particularly the duties of the Police Inspectorate within the said Directorate as well as the duties of individual police stations and their organisational units and the special police forces. A special emphasis has been placed on the role and status of the Operational Staff of the Novo mesto Internal Affairs Administration and its connection with Operation »Sever« as well as plans and implementation of the measures set by the Staff. Methodology: The paper explores primary and secondary resources and the documents about Operation »Sever« and the functioning of the then Novo mesto Internal Affairs Administration and its police units. Findings: The outcomes of the research show that the activities of the Novo mesto Internal Affairs Administration concerning Operation »Sever« were well-organised and that the activities for the obstruction of »the rally of truth« had taken place upon the first and the second announcement of this intended event in 1989. In the local territory, Operation »Sever« was monitored and led by the Operational Staff of the Novo mesto Internal Affairs Administration which engaged all police units, the special police unit of the Secretariat at the republican level and other internal organisational units within the Novo mesto Directorate. It has been established that in the territory of the Novo mesto Internal Affairs Administration, the operation was extremely well-planned. Research limitations/implications: The research implications refer specifically to the Novo mesto Internal Affairs Administration and its units during the obstruction of »the rally of truth« and Operation »Sever« in 1989. This article is important for understanding the role of the Novo mesto Internal Affairs Administration and the operation of its units during Operation »Sever«. Practical implications: This contribution and its analytical results will serve as an important step in documenting the significant role of the Novo mesto Internal Affairs Administration during Operation »Sever« and the independence processes of the Republic of Slovenia. Originality/Value: This is the first time ever that the planning and management of Operation »Sever« in the territory of the Novo mesto Internal Affairs Administration are depicted and analysed.
