Abstract:	Namen prispevka: Namen prispevka je orisati politične okoliščine v bivši SFRJ ob koncu osemdesetih let prejšnjega stoletja, ki so vedno bolj razdvajale poglede na možno reševanje nasprotij in krize. V teh okoliščinah se kot eden od pomembnih dogodkov kaže »miting resnice«, njegovi cilji in zato tudi njegova politična prepoved. Glede na vedno bolj izražena nasprotja je posebej poudarjeno legalno delovanje državnih organov v Sloveniji, saj je to bilo edino zagotovilo za uspeh. Avtor želi s tem opisom operativne priprave in izvedbo akcije »Sever« umestiti v zgodovinsko-politični okvir. Metodologija: Zbrani, proučeni in ocenjeni so najpomembnejši dogodki, ki so označevali krizo in temeljne metode, ki se jih je pri tem posluževala legalna oblast v Sloveniji. Uporabljeni so bili tako uradni dokumenti kot tudi zapiski in spomini avtorja kot pomembnega udeleženca takratnih dogodkov. Ugotovitve: Z uporabo izbranih virov želi avtor poudariti enotnost političnega in oblastnega delovanja v Sloveniji ter opisati vrsto dogodkov, ki so izražali razlike v pogledih na reševanje krize v Jugoslaviji med slovenskimi in zveznimi organi. Akcija »Sever« je bila med pomembnejšimi, saj pred tem ni šlo v tolikšni meri za organizirano efektivno oblastno dejanje, ki je bilo prav v primeru akcije »Sever« ocenjeno kot prvi primer uresničevanja dejanske oblasti, utemeljene v legalnih odločitvah državnih organov. Enotnost, politična volja, legalnost in učinkovitost izvedbe so prikazane kot celota, ki ni zagotovila le uspeha politično sicer zelo tvegane akcije, ki je potrjevala našo usposobljenost in voljo za poznejša dejanja pri osamosvajanju. Omejitve/uporabnost raziskave: Omejen obseg besedila ni dopuščal poglobljene analize, ki bi terjala dodatno proučevanje, kar je ob koncu celo posebej priporočeno. Je pa pričujoče besedilo, kot splošen oris nekaterih dogodkov polpretekle zgodovine, lahko podlaga za objektivnejšo oceno tistega časa, kot jo predstavljajo mnogi sodobni avtorji. Praktična uporabnost: Za vse, ki bi radi v krajšem pregledu spoznali politične razmere, ki so pripeljale do osamosvajanja, je prispevek lahko poskus njihovega orisa in dokumentirane ocene. Izvirnost/pomembnost prispevka: Podlage prispevka so izvirni dokumenti in pričevanja. Pomen njihove skupne obdelave, ocene in objave bi lahko prispeval k objektivizaciji takratnih razmer in dogodkov.

Title:	Political Circumstances and Legal Bases for the Prohibition of »the Rally of Truth« on 1 December 1989 in Ljubljana
Abstract:	Purpose: This paper aims to depict the political circumstances in the former Socialist Federal Republic of Yugoslavia in late 1980s which increasingly divided the views on the possible conflict and crisis management. In such circumstances, an important event was indeed »the rally of truth« with its goals and the related political prohibition. Considering the increasingly visible contradictions, particular emphasis was placed on the legitimate activity of state authorities in Slovenia, since this was the only true guarantee of success. The purpose of this description is to situate the operational preparation and the conduct of Operation »Sever« in a historical and political context. Methodology: The paper collects, examines and evaluates the most important events marking the crisis and the key methods used by the legitimate authorities in Slovenia. Being actively involved in these political events and decisions, the author based the paper on legitimate documents, notes and memoires. Findings: By means of selected sources, the paper aims to underline the unity of political and authoritative functioning in Slovenia. It attempts to describe a number of events displaying contrasting views on how to address the Yugoslav crisis between Slovenian and federal bodies. It underlines that Operation »Sever« was one of the major ones ever, since in the past no such organised and effective act had been undertaken by the authorities. Operation »Sever« is in fact considered the first example of exercising the actual power, based upon the legitimate decisions of state authorities. In the paper, unity, political will, legitimacy and the efficiency of implementation are demonstrated as a whole, which has more than just ensured the success of the high-risk political operation embodying the confirmation of our competence and will for further actions in the process of gaining independence. Research limitations/implications: The limited scope did not allow an in-depth analysis that would call for further examination – which is even particularly recommended at the end. However, as a general depiction of past events, the present text may provide a basis for a rather more objective assessment of that time than the one given by numerous modern authors. Practical implications: For those who wish to get a brief insight into political circumstances that led to the independence process, the present text may serve as an attempt of the description and documented assessment thereof. Originality/Value: The paper is based on original documents and testimonies. Their joint examination, assessment and publication could contribute to a more objective perception of the situation and events of that time.
