Abstract:V diplomski nalogi obravnavamo revitalizacijo območja nekdanje Tovarne avtomobilov Maribor – TAM v Poslovno proizvodno cono Tezno. Stara industrijska središča – zlasti v vzhodni Evropi, ki so se razvijala v drugačnem družbeno-gospodarskem sistemu, se niso pravočasno odzvala na spremembe, ki so nastale po drugi svetovni vojni v strukturi proizvodnih dejavnosti razvitih gospodarstev. Med klasična industrijska mesta nedvomno sodi tudi Maribor. Z vključevanjem slovenskega gospodarstva na skupni trg in s prehodom na tržno gospodarstvo je prišlo do hitrega zloma nekoč tradicionalnih industrijskih panog. Območja, kjer je bila ta industrija locirana, so doživela prestrukturiranje ali pa so opustela in postala degradirana. S tujko jih imenujemo brownfields. Strukturne spremembe znotraj gospodarskih panog vplivajo na spremembe pomena lokacijskih dejavnikov. S preučevanjem teh se ukvarjajo lokacijske teorije. Če so bili na začetku industrijske dobe v ospredju surovine, prometna povezanost, delovna sila in energetski viri, so danes primarni lokacijski dejavniki znanje, kapital in inovacije. Opuščanje nerentabilne proizvodnje je imelo za posledico, da so nekoč vitalna industrijska območja postala degradirana. Stopnja degradiranosti se razlikuje med posameznimi primeri ter je odvisna od prejšnje rabe in skrbi za okolje, zato ni možno neposredno uporabiti izkušenj iz drugih primerov revitalizacije degradiranih industrijskih območij. Vsaka revitalizacija ima določen potek, ki je odvisen od pristopa k reševanju problema. Za sanacijo teh območij se je kot najprimernejši izkazal Bottom up model. Zelo pomembno je, da lokalna oblast, zainteresirana javnost in potencialni vlagatelji na osnovi analize stanja degradiranega območja dosežejo konsenz o bodoči rabi prostora. Na ta način so podani pogoji za uspešno revitalizacijo degradiranega območja. Območje nekdanjega podjetja TAM obsega 108 ha infrastrukturno opremljenih zemljišč s proizvodnimi halami in pisarniškimi kapacitetami. Zaradi tradicije industrijske proizvodnje in pozitivnega ugleda ter ugodne geostrateške lege je Cona Tezno privabila številna podjetja različnih dejavnosti. Tako na nekoč homogenem območju nastaja sodobna poslovna cona s heterogeno gospodarsko strukturo. Nekoč ograjen industrijski kompleks dobiva sodobno odprto strukturo različnih dejavnosti ob upoštevanju sonaravnega gospodarskega razvoja.

Title:REVITALIZATION OF THE AREA OF THE AUTOMOBILE FACTORY MARIBOR INTO THE BUSINESS PRODUCTION ZONE TEZNO
Abstract:In the thesis we discuss revitalization of the area of the former Automobile factory Maribor (TAM) into the Business and production zone Tezno. The old industry centres – particularly in Eastern Europe, which developed in a different socio-economic system, did not timely respond to changes that have occurred since World War II in the structure of production activities in developed economies. Maribor is with no doubt one of those classic industry cities. With integration of the Slovenian economy into the common market and the transition to a market economy the once traditional industries have rapidly collapsed. Areas where this industry was located underwent restructuring or became abandoned or degraded – so called brownfields. Structural changes within economic industries impact the importance of the location factors. These factors are being studies by location theories. When at the beginning of the industrial era raw materials, transport connections, labour and energy resources were in the forefront, the primary location factors today are knowledge, capital and innovations. Giving up uneconomic production resulted in the fact that once vital industrial areas have become degraded. The level of degradation varies between individual cases and depends on previous land use and environmental concerns. Therefore it is impossible to directly use experience from other revitalisation cases of degraded industry areas. Each revitalisation has its own process, which depends on the problem-solving approach. The Bottom up model has proven to be the best for the redevelopment of these areas. It is very important that the local authority, interested public and potential investors reach a consensus on future land use based on the analysis of the state of the degraded area. This way the conditions for a successful revitalisation of the degraded area are set. The area of the former company TAM covers 108 hectares of infrastructurally fitted land with production halls and office capacities. Due to the tradition of industrial production, a positive image and favourable geostrategic position the Zone Tezno attracted several companies with different activities. In a once homogeneous area now is being formed a modern business zone with heterogenic structure. The once fenced industrial complex is getting an open structure of varies activities considering sustainable economic development.
