Title:Kompetence in razvoj kadrovskih virov : diplomsko delo univerzitetnega študija

Abstract:Proučevala sem koncept kompetenc in razvoja kadrovskih virov v smislu izvajanja izobraževanj in usposabljanj v javnem ter zasebnem sektorju. V empiričnem delu sem primerjala podatke in ugotovila, da med sektorjema obstajajo statistično značilne razlike med nekaterimi trditvami. Razvoju kompetenc kadrovskih virov se še vedno ne namenja dovolj pozornosti, čeprav so ti ključni del vsake organizacije. V javnem sektorju se usposabljanja izvajajo pogosteje kot v zasebnem sektorju, razlog za kar je verjetno v omejenosti sredstev pri zasebnih organizacijah. Prav tako pa menim, da se lastniki zasebnih organizacij še vedno ne zavedajo, da vlaganje v kadre ne pomeni zgolj nepotrebnega stroška, ampak dolgoročno naložbo. V zasebnem sektorju se zaposlenim namenja več pozornosti po usposabljanjih, kot je to značilno za javni sektor. Bolj pogosto se namreč preveri njihovo naučeno znanje in menim, da je to tudi razlog, da naučeno znanje lažje uporabljajo v praksi. V zasebnem sektorju je več možnosti za napredovanje kot v javnem sektorju, zato se zaposleni zavedajo, da več znanja kot posedujejo, več možnosti imajo za napredovanje in si zato prizadevajo za novo znanje. Kljub temu da so možnosti napredovanja v javnem sektorju manjše, pa je prisotna zavest, da so usposabljanja koristna in pomembna ter se jih zato z veseljem udeležujejo.

Title:COMPETENCIES AND HUMAN RESOURCE DEVELOPMENT
Abstract:I researched the concept of competences and development of human resources in terms of organizing education and training programs in the public and private sector. In the empirical part I compared the data and found out, that there are statistically significant differences between the sectors concerning some statements. The development of human resources is still not getting enough attention, although human resources are a key part of each organization. Trainings are more common in the public than in the private sector, most likely due to the lack of finances in private organizations. I also think that private organization owners are still not aware that investments into human resources do not only represent unnecessary costs but a long-term investment. In the private sector more attention is devoted to employees after the training then it is usual for the public sector. They more often check their gained knowledge and I think that they therefore more easily use the gained knowledge in practice. In the private sector there are more possibilities to get promoted than in the public sector, therefore, employees are aware that more knowledge means more possibilities to get promoted, so they try to gain as much knowledge as possible. Although the chances for promotion in the public sector are smaller, they are aware, that trainings are useful and important and employees are therefore happy to attend them.
