Title:Uporaba strelskega sistema RIKA v trenažnih procesih : diplomsko delo univerzitetnega študija

Abstract:Diplomsko delo govori o strelnem orožju, balistiki, uporabi strelnega orožja v policiji, poškodbah, ki jih povzroči strelno orožje, ter prvi pomoči ob tovrstnih poškodbah. Predstavljeni so trenažni sistemi Noptel, Beamhit, SCATT ter podrobneje sistem RIKA, ki je bil pri izdelavi diplomskega dela uporabljen za zbiranje podatkov o streljanju policistov učne skupine specialne enote. Delo s trenažnim sistemom RIKA je podrobneje opisano in prikazano, podatki o streljanju policistov so v zadnjem poglavju razčlenjeni in analizirani. Predstavljene so napake ter podani predlogi za njihovo odpravo. Poleg analize s pomočjo trenažnega sistema se diplomsko delo osredotoča na predstavitev osnovnih elementov streljanja in opisu vpliva njihove nepravilne izvedbe na sam rezultat. Prek zgodovine strelstva in razvoja tako orožja kot tudi naboja je predstavljen pomen varnega ravnanja z orožjem in strelivom, prikazane in opisane pa so tudi posledice, ki jih ognjena moč orožja pusti na človeškem telesu. Da je orožje po svoji izdelavi in namenu izdelave resnično nevaren predmet, priča Slovenska zakonodaja, ki strogo ureja to področje in omejuje dostopnost orožja. Z vidika policije je obravnavana oborožitev slovenske policije in pogoji uporabe strelnega orožja kot najhujšega prisilnega sredstva, ki je policistom na voljo. Prikazani so statistični podatki Letnih poročil o delu policije od leta 2000 do leta 2011, ki se nanašajo na strelno orožje, in podatki, po odobritvi pridobljeni od Ministrstva za notranje zadeve, na podlagi katerih so predstavljene poškodbe policistov s strelnim orožjem od leta 2004 do leta 2011.

Title:USE OF RIKA SHOOTING TRAINING SYSTEM IN TRAINING PROCESSES
Abstract:The thesis focuses on firearms, ballistics, use of firearms by the police, injuries caused by firearms, and first aid when dealing with this type of injuries. Shooting training systems being presented are Noptel, Beamhit, SCATT and the system RIKA, which is discussed in more detail as it was used for collecting data on shooting of the Special weapons and tactics team’s trainee group. Analysis conducted with the shooting training system RIKA is described and illustrated in detail, and the data on shooting of every separate police officer is reviewed and evaluated in the final chapter. Shooting errors are identified and methods for their elimination are presented. In addition to the analysis, the thesis focuses on the presentation of the basic shooting elements and the explanation of the impact of their incorrect performance on the outcome of the shot. Through the brief firearms history and the history of firearm and charge design, the importance of safe firearms and ammunition handling is stressed. The effects that a firearm discharge has on the human body are presented. Firearms are, by their bare construction and their purpose, perceived as a dangerous object. This may be observed in the very strict national laws, which cover the topic of firearms and restrict their accessibility. From the police perspective, the armament of the Slovenian police is described and the conditions for actual use of the most severe constraint means police officers may use, their firearm, are presented. Firearms related statistics from annual police work reports between the year 2000 and 2011 are shown. Data obtained upon the approval from the Ministry of the Interior is used to present injuries, obtained by police officers between the year 2004 and 2011 due to firearms.
