Abstract:Magistrska naloga se ukvarja z vprašanjem uveljavljanja klavzul o človekovih pravicah v evro-sredozemskih pridružitvenih sporazumih, tako da nas popelje od podrobne predstavitve značilnosti zunanje politike Evropske unije in politike človekovih pravic do razvoja odnosov Evropske unije z državami južnega Sredozemlja. Osrednji del naloge je namenjen pravni analizi klavzul o človekovih pravicah in razumevanju dejavnikov, ki vplivajo na njeno udejanjanje v praksi. Zajete so okoliščine, ki so pomembno zaznamovale spremembe sosedske politike Evropske unije v letu 2011 in predstavljajo nov zagon pri uveljavljanju načel in vrednot Evropske unije v odnosih s tretjimi državami oziroma oblikovanju novih smernic za uveljavljanje klavzul o človekovih pravicah. Naloga zaključi z ugotovitvijo, da je kredibilna politika človekovih pravic predvsem odvisna od krepitve doslednosti Evropske unije, članic in partnerskih držav pri njenem izvajanju.

Title:Human Rights Clauses in Euro-Mediterranean Association Agreements
Abstract:The thesis discusses human rights clauses in Euro-Mediterranean Association Agreements. It leads us from the detailed presentation of the main characteristics of the European Foreign and Human Rights Policies to the development of the European Union's relations with Southern Mediterranean. The central part of the thesis is devoted to the legal analysis of the human rights clauses and understanding of factors influencing its implementation. It includes the circumstances that have significantly effected the changes in the European Neighbourhood Policy in 2011, and represent the new impetus for the enforcement of the European Union's principles and values in its relations with third countries as well as the shaping of the new guidelines for the implementation of the human rights clauses. The thesis concludes that credible human rights policy depends primarily on strengthening the consistence of the European Union, its members and partners in its enforcement.
