Title:NADGRADNJA INFORMACIJSKEGA SISTEMA ZA VARNOST IN ZDRAVJE PRI DELU V DRŽAVNEM ORGANU

Abstract:Predpisi s področja varnosti in zdravja pri delu v okviru delovno-pravne zakonodaje delodajalcem nalagajo izvajanje ukrepov za zagotavljanje varnosti in zdravja delavcev na delovnih mestih. Podobno kot v večjih podjetjih zasebnega sektorja imajo tudi nekateri večji državni organi organizirane t.i. službe za varnost pri delu, ki se ukvarjajo s področjem varnosti in zdravja pri delu, varstva pred požarom in varovanja okolja. Zaradi velikega števila zaposlenih (več tisoč), ki delajo v objektih na različnih lokacijah po vsej državi, ter močno razvejene in zapletene ter hierarhično urejene organizacijske strukture obravnavanega državnega organa je nujna vzpostavitev ustrezne informacijske podpore za omenjeno področje dela, ki je ključnega pomena za varnost in zdravje zaposlenih. Glavni problem, obravnavan v nalogi, je, da področje varnosti in zdravja pri delu ni ustrezno informacijsko podprto, pač pa so delno informacijsko podprta le določena področja, ki se izvajajo vsako zase (parcialno) in niso del enovitega, povezanega sistema. Posledica tega je nepregledno stanje, tako posameznih delov, kot tudi celotnega področja varnosti in zdravja pri delu. Zaradi takega stanja je načrtovanje potrebnih materialnih sredstev in človeških virov za zagotavljanje primerne ravni varnosti in zdravja pri delu zelo oteženo, v določenih primerih pa praktično nemogoče. Prav tako na obstoječi način ni mogoče oceniti potrebnih finančnih sredstev, ki bi jih odgovorne osebe za varnost in zdravje pri delu morale zagotavljati, da bi s tem dosegle raven varnosti in zdravja, predpisano z zahtevami veljavnih predpisov in standardov, ki veljajo za razvite evropske države. Namen naloge je preučiti prednosti in slabosti obstoječega informacijskega sistema v organizaciji ter možnost implementacije informacijske rešitve, ki bi pripomogla k večji preglednosti in urejenosti področja varnosti in zdravja pri delu. Cilj je izdelati predlog celovite informacijske rešitve, ki bo odgovornim osebam za varnost in zdravje pri delu v pomoč pri načrtovanju materialnih sredstev in človeških virov ter bo hkrati tudi podpora vodenju zakonsko predpisanih evidenc.

Title:OCCUPATIONAL SAFETY AND HEALTH MANAGEMENT INFORMATION SYSTEM UPGRADE FOR STATE AUTHORITY
Abstract:Health and safety regulations as a part of labor legislation obligates the employers to implement regulatory measures to ensure workers safety and health at workplaces. Similarly as larger private companies, major public authorities also have their own so-called health and safety service departments which are engaged in the fields of occupational health and safety, fire prevention and protection and environmental safety. Given the large number of employees (thousands) working in facilities in various locations across the country and greatly diversified, complex as well as hierarchically arranged organizational structure of the state authority we are dealing with, the establishment of appropriate IT support for that work area is required which is essential for safety and health of employees. The main problem exposed by this master thesis is that the area of occupational health and safety in the present state authority is not suitably IT supported. There are only some parts of the system that are IT supported in specific fields which are executed individually (partially) and are not part of a single, integrated system. The result is obscure (non-transparent) situation of individual IT parts of the system, as well as occupational health and safety system overall. Due to this deficiency it is very difficult and in some cases virtually impossible to plan the necessary material and human resources to provide adequate level of safety and health at work. By following the existing practices it is also impossible to assess the necessary financial resources that the person responsible for occupational safety and health (manager) must ensure in order to achieve the level of health and safety requirements prescribed by applicable regulations and standards that apply to the developed European countries. The purpose of this thesis is to examine the strengths and weaknesses of the existing information system in the public service organization and the possibility of implementing IT solutions which would contribute to greater transparency and regularity of occupational health and safety services. The aim is to create a proposal for a comprehensive IT solution that would offer support to the persons responsible for safety and health at work (managers) in planning both material and human resources and would also support the management of statutory records.
