Abstract:	Kriminal je že dlje časa prisoten v naši družbi. Ko govorimo o kriminalnih skupinah na Zahodnem Balkanu, mislimo na izredno dobro organizirane, najsodobneje opremljene in visoko usposobljene skupine in mreže. Kriminalne združbe so pridobile na moči, predvsem v času vojne in s črnim trgom. Začele so intenzivneje širiti svoje dejavnosti. Kriminalne skupine na Balkanu so trenutno upodobljene kot ene izmed najpomembnejših epicentrov organiziranega kriminala. V preteklosti so se ukvarjali predvsem z tihotapljenjem drog, danes je ta dejavnost le ena izmed mnogih ilegalnih aktivnosti kriminalnih skupin. Predvsem se osredotočajo na prostitucijo, tihotapljenje ukradenih avtomobilov, tihotapljenje migrantov, tihotapljenje žensk in otrok z namenom izkoriščanja, nelegalno trgovanje z orožjem, cigareti ipd. Gospodarski kriminal in organiziran kriminal sta si zelo podobna. Kriminalci se povezujejo zaradi istega cilja in sicer zaradi ustvarjanja velikih dobičkov. Prisoten je ekonomski kriminal (korupcija, podkupovanje, igralništvo) in ustrahovanje ter pobijanje prič, policistov, sodnikov, tožilcev. Pomembno je omeniti » Balkansko pot«, po kateri potekajo vse ilegalne trgovske poti med Bližnjim Vzhodom in Zahodnih Balkanom. Organiziran kriminal na Zahodnem Balkanu negativno vpliva na finančne tokove, tržno okolje in na odnose z državami Zahodne in Osrednje Evrope. Predstavniki Evropske Unije in Europola so mnenja, da organiziran kriminal predstavlja grožnjo vrednotam, pravicam in temeljnim svoboščinam vseh narodov. Predstavlja grožnjo varnosti, tako na nacionalni kot tudi na mednarodni ravni. Zato se različni predstavniki borijo proti vsakršnemu ogrožanju vrednot, kajti varnejši Zahodni Balkan je pogoj za varnost v Evropi.

Abstract:

Crime has been present in our society for a long time now. When it comes to criminal organizations in the Western Balkans, we mean extremly well organized, equipped and one of the most modern, high-skilled organizations and networks. Criminal groups gain power during the war and with the black market. They began to expand their activies more intesively. Criminal groups in the Balkans are currently depicted as one of the most important epicentres of organized crime. In the past, they have dealt mainly with smuggling of drugs, but today this activity is just one of the many activites criminal organizations are dealing with. They are mainly focusing on prostitution, smuggling of stolen cars, smuggling of migrants, trafficking of women and children, for the purpose of exploitation, ilegal trafficking in weapons, cigarettes…).Economic and organized crime have strong connections. Criminals get together because of the same goal they have, which is creating big profits. The economic crime (corruption, bribery, gambling…), the intimidation and killing of witnesses, police officers, judges, prosecutors are the activities they are dealing with. Its important to mention the »Balkan route«, through which pass all the illegal trade routes, takes place between the Middle East and the Western Balkans. Organized crime in the Western Balkans have a negative impact on financial streams, market environment and on relations with the countries of Western and Central Europe. The representatives of European Union and Europol share the opinion that organized crime poses a threat to the values, human rights to fundamental freedoms. It poses a threat to national and international security. Therefore, various representatives are fighting againts any threats of values, because, safer Western Balkan is a condition for security in Europe.
