Title:UČINKOVITOST IN REFORMA SLOVENSKEGA ZDRAVSTVA

Abstract:Prioriteta zdravstvene dejavnosti vsake države je predvsem v ohranjanju zdravja prebivalstva in preprečevanju bolezni. Za doseganje tega se morajo izvajati razni programi za krepitev zdravja prebivalstva, za katere v Sloveniji skrbi Zavod za zdravstveno zavarovanje Slovenije, ki jih hkrati tudi financira iz vplačanih prispevkov za obvezno zdravstveno zavarovanje. Vendar pa so razne spremembe v razvoju družbe in tehnologije povzročile vedno večje zahteve prebivalstva po zdravstvenih storitvah, kar je vplivalo na stroške, povezane s financiranjem vseh teh zdravstvenih storitev. Natančneje smo prikazali poslovanje in dosežene rezultate javnih zdravstvenih zavodov. Prikazali smo tudi problem, s katerim se srečuje zdravstvena dejavnost. V Sloveniji imamo namreč nizko učinkovitost zdravstvenega sistema, kar se posledično odraža v vedno daljših čakalnih dobah za preglede in vedno bolj omejenih virih za financiranje javnih zdravstvenih storitev. Ugotovili smo, da je potrebna prenova in prestrukturiranje mreže zdravstvenega varstva. Povezanost javnega in zasebnega sistema je nujno potrebna, saj se med seboj dopolnjujeta in omogočata pravičen, solidaren in enakopraven zdravstveni sistem, kjer so zdravstvene storitve dostopne vsem prebivalcem. Predstavili smo predlagane ukrepe, ki temeljijo na finančni vzdržnosti zdravstvenega sistema in bodo pripomogli k stabilnosti mreže zdravstvenega varstva ter izboljšanju kakovosti zdravstvenih storitev.

Title:EFFICIENCY AND REFORM OF THE SLOVENIAN HEALTH SYSTEM
Abstract:Priority of health services in each country lies in the preservation of public health and disease prevention. To achieve this various programs should be implemented to enhance the health of the population for which Slovenia Health Insurance Institute of Slovenia takes care, which is also financed from contributions paid to the health system. However, various changes in the development of society and technology led to the increasing demands of the population for health services, which affected the costs associated with the financing of the health services. Specifically, we show the performance results achieved by public health institutions. We showed also a problem facing the health care sector. Namely, in Slovenia there is low efficiency of the health system, which is consequently reflected in the increasingly long waiting times for examinations and increasingly scarce resources to fund public health services. We found out it is necessary to reform and restructure the network of health care in Slovenia. Integration of public and private system is urgently needed to complement each other and allow for a fair, equitable and solidarity-based health care system, where health services are accessible to all residents. We presented the measures based on the financial sustainability of health systems and contribute to the stability of the network of health care and improve healthcare.
