Title:IZPOLNJEVANJE KONVERGENČNIH KRITERIJEV: MADŽARSKA, ROMUNIJA, BOLGARIJA

Abstract:Delo diplomskega seminarja obravnava izpolnjevanje konvergenčnih kriterijev Madžarske, Romunije in Bolgarije od leta 2006 do leta 2011. Da lahko država članica Evropske unije (EU) vstopi v Ekonomsko in monetarno unijo (EMU), mora izpolnjevati določene pogoje. Eden izmed teh je izpolnjevanje konvergenčnih (maastrichtskih) kriterijev. Nanašajo se na doseganje nizke stopnje inflacije, zdravih javnih financ, nizke stopnje obresti in stabilnost tečajev valut. Do leta 2011 so bile tako Madžarska, Romunija kot Bolgarija države z odstopanjem in konvergenčnih kriterijev niso izpolnjevale. V delu diplomskega seminarja vidimo, kaj natančneje jim je še manjkalo, na katerih področjih bi se še morale izboljšati in popraviti, da bi bile pripravljene za vstop v EMU. Prvi problem je bila inflacija, ki je bila v vseh treh državah vsako leto nad konvergenčno vrednostjo. Naslednji problem je bil javnofinančni primanjkljaj, ki je bil v Romuniji prisoten vseh šest let. Tudi Madžarska je imela javnofinančni primanjkljaj ves čas nad konvergenčno vrednostjo. Nobena izmed teh treh držav ni sodelovala v mehanizmu ERM II. Bruto javni dolg je bil nad konvergenčno vrednostjo 60 % le na Madžarskem. Problem nam je predstavljal tudi visok devizni tečaj.

Title:CONVERGENCE CRITERIA IMPLEMENTATION: HUNGARY, ROMANIA, BULGARIA
Abstract:The thesis deals with fulfillment of the convergence criteria for Hungary, Romania and Bulgaria since 2006 by 2011. A Member country of European Union (EU) has to fulfill certain conditions to enter Economic and Monetary Union (EMU). One of these is the fulfillment of the convergence (Maastricht) criteria, which relate to the achievement of low inflation, sound public finances, low interest rates and currency stability. By 2011, they were all, Hungary, Romania and Bulgaria the countries with a derogation and they weren’t meeting convergence criteria. In the thesis, we see precisely what are missing, in which areas they have to be improved and repaired, to be ready for entry in an EMU. The first problem was inflation, which has been in all three countries every year over the convergence value. Another problem is the general government deficit, which has been present in Romania all six years. Hungary also had a deficit all the time over the convergence value. Hungary, Romania and Bulgaria were not participating in ERM II. Public debt was more than the convergence value of 60% only in Hungary. The problem we have accounted was also the high exchange rate.
