Title:FINANCIRANJE OBČIN V SLOVENIJI: PRIMER MESTNE OBČINE PTUJ

Abstract:Diplomsko delo je sestavljeno iz štirih poglavij. Prva tri poglavja predstavljajo teoretični del diplomske naloge. Zadnje, četrto poglavje, kjer sem kot primer vzela Mestna občina Ptuj, predstavlja praktični del diplomskega dela. Zametki lokalne samouprave na Slovenskem segajo v srednji vek. Skozi čas so se oblikovala mesta in njihovi zakoni. S samostojno Slovenijo smo dobili novo ustavo in nove zakone. Današnja ureditev lokalne samouprave temelji na zakonu o lokalni samoupravi. V Sloveniji imamo 212 občin in 12 regij. Današnje občine so vključene v nekakšen organizem države, kar pomeni, da morajo opravljati javne naloge, določene s strani države. Občine za svojo delovanje potrebujejo finančne vire. Poznamo lastne vire, alternativne vire, sredstva države ter zadolževanje. Občine naj bi se financirale iz lastnih virov ter s pomočjo zadolževanja, ker pa to ni zmeraj dovolj, lahko za pomoč zaprosijo tudi državo. V teoretičnem delu diplomske naloge je opredeljen pojem lokalne samouprave in njeni zametki. Predstavljena je občina kot temeljna lokalna samoupravna skupnost in naloge občine, ki segajo na različna področja od sprejemanja statuta občine, občinskega proračuna, urejanja zadev javnega pomena, spodbujanja gospodarskega razvoj občine in vzpostavljanja javnega reda. Opisane so tudi vrste občine, ki jih delimo na navadne občine, mestne občine ter občine s posebnim statutom. Opredeljene so zakonske podlage, ki narekujejo delovanje in financiranje občin. V zadnjem praktičnem delu je podana analiza proračunov Mestne občine Ptuj za leta 2010, 2011 in 2012 in sposobnost občine, da se financira iz lastnih virov in zadolževanja. Predstavljena je tudi zadolženost Mestne občine Ptuj v zadnjih treh letih.

Title:FINANCING MUNICIPALTIES IN SLOVENIA: THE CASE OF PTUJ MUNICIPALITY
Abstract:This thesis consists of four chapters: The first three chapters present the theoretical part of the thesis, while the fourth and final chapter posits the practical part of the thesis with focus on Ptuj as an example Municipality. The beginnings of local governance in Slovenia date back to the Middle Ages. As cities developed, they formed with them their own legislation. The independent state of Slovenia gave birth to a new constitution and new laws. Today's instruments of local governance are based on the Law on Local Self-Government. Slovenia has 212 municipalities and 12 regions. Today's municipalities form a kind of state organism in which each part performs a share of social projects and services determined by the state. To perform these tasks, municipalities require financial resources. To obtain them they may make use of their own-resources, alternative energy, state funds, and borrowing. Though municipalities should primarily rely on their own resources (or borrowing), when these means prove insufficient, they are entitled to request state assistance. The theoretical part of the thesis defines local self-government and its beginnings. It proposes the concept of municipality as the most basic local self-governing community and defines its main functions. These functions range from: Adopting municipality statutes, defining (municipality) budgets, dealing with matters of public interest, promoting of the economic development of the municipality, and the establishment and preservation of public order. This part further describes the various types of municipalities: Ordinary municipalities, urban municipalities, and municipalities with special status. It defines the legislation dealing with the operation and financing of municipalities. The final and practical section of the thesis analyzes the budget of the Municipality of Ptuj for the years 2010, 2011 and 2012, and the ability of municipality to finance itself through own resources and borrowing. It furthermore presents indebtedness figures of the Municipality of Ptuj for the last three years.
