Title:Odkrivanje in uničevanje eksplozivnih teles : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:V dnevno informativnih oddajah in v časopisih lahko velikokrat zasledimo poročila o eksplozijah min in njihovih tragičnih posledicah, predvsem za civilno prebivalstvo. Zato sem si za diplomsko nalogo izbral temo »Odkrivanje in uničevanje eksplozivnih teles«. Nobena vojna se žal ne konča s podpisom mirovnega sporazuma. Še danes se v več kot 70 državah po svetu soočajo s posledicami vojnih dogajanj. Skorajda ni dneva, da ne bi v dnevno-informativnih oddajah slišali za žrtve neeksplodiranih ubojnih sredstev. Minam, ki jih med vojno uporabljajo kot učinkovito sredstvo proti nasprotniku, ne poteče rok trajanja ob koncu vojne. Eksplodira lahko tudi po več desetletjih. Žrtve so civilni ljudje. Zato so se s to zelo perečo problematiko začele ukvarjati nevladne organizacije. V Sloveniji pa je Vlada Republike Slovenije leta 1988 ustanovila fundacijo za razminiranje in pomoč žrtvam min v Bosni in Hercegovini. Delovanje je bilo najprej usmerjeno na bivšo Jugoslavijo. Na predlog Evropske komisije se je delovanje razširilo še na druge države, v katerih so prisotne mine. Povedati je treba, da je odkrivanje in uničevanje neeksplodiranih sredstev zelo obsežen proces, za katerega pa so potrebna tudi precejšnja finančna sredstva. Tudi za pomoč žrtvam min so potrebna velika finančna sredstva. Najboljša rešitev bi bila prepoved uporabe min. Zato se je leta 1992 pričela kampanja za prepoved protipehotnih min s strani nevladnih organizacij. Zaradi tega je bila v Kanadi leta 1997 podpisana tudi Konvencija o prepovedi uporabe, kopičenja zalog, proizvodnje in prenosa protipehotnih min in o njihovem uničenju. Žal pa je niso podpisale vse države, med njimi tudi tri vojaške velesile - ZDA, Rusija in Kitajska.

Title:DETECTION AND DESTRUCTION OF EXPLOSIVE DEVICES
Abstract:In daily media we can often trace reports of explosion mines and their tragic consequences, especially for the civilian population. So for my diploma I chose for a thesis topic, "The detection and destruction of explosive devices." Unfortunately, no war will end with the signing of a peace agreement. Nowadays in over 70 countries around the world is still affected by the war events. Almost no day passes without the victims of unexploded devices. Landmines, which are used during the war as an effective tool against the enemy, do not expire at the end of the duration of the war and can explode, even after several decades. The victims are civilian people. Therefore, in this very pressing problem of non-governmental organizations started addressing. In Slovenia, the Slovenian government in 1988 established the Trust Fund for Demining and Mine Victims Assistance in Bosnia and Herzegovina. Operation was first directed to the former Yugoslavia. On a proposal from the European Commission has expanded the operation to other countries where the presence of mine. It should be told that the detection and destruction of unexploded devices is very extensive process, which also requires considerable funding. Also for assistance to mine victims requires considerable financial resources. The best solution would be to ban the use of mines. Therefore, in 1992, began a campaign to ban anti-personnel mines by non-governmental organizations. In response to this was in Canada in 1997 signed the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. Unfortunately, it is not signed by all countries, including three military superpowers - the U.S., Russia and China.
