Title:Vzpostavitev baze na letališču Maribor z vidika zviševanja učinkovitosti : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Kot vsaka sodobna evropska policija, ima tudi slovenska policija svojo letalsko enoto. Gre za sodobno opremljeno in organizirano skupino pilotov in tehnikov letalcev, ki s šestimi helikopterji opravljajo številne policijske, humanitarne, reševalne in druge naloge. Svoj sedež ima enota v bazi na letališču Jožeta Pučnika na Brniku, od koder tudi opravijo večino letov, kjerkoli v državi jih potrebujejo. Z vidika zviševanja učinkovitosti, zmanjšanja reakcijskega časa ter posledično zmanjšanja operativnih stroškov, je nujna vzpostavitev dodatne dislocirane baze vsaj še na eni lokaciji. Stroka ocenjuje kot najbolj primerno prav bazo na letališču v Mariboru, s čimer bi bila pokritost severovzhodne Slovenije popolna. Na podlagi opravljene raziskave smo ugotovili, da piloti letno samo s preleti na interventne naloge na območje PU MB, PU CE in PU MS porabijo kar 160 ur, saj so na območje omenjenih policijskih uprav poleteli triinštiridesetkrat (podatek za leto 2011). V primeru vzleta iz letališča v Mariboru, bi se odstotek preleta in s tem izgubljenega časa zmanjšal za cca. 50 %, sorazmerno pa bi se pomembno povečal čas delovanja na območju. Za začetek vzpostavitve dislocirane baze v Mariboru bistvenih stroškov, razen najema hangarja, katerega najem znaša cca. 24.000 € letno, naj ne bi bilo, saj trenutne kadrovske in materialno-tehnične zmogljivosti enote omogočajo širitev oz. vzpostavitev dodatne dislocirane baze (z omejenim delovanjem - dnevno dežuranje). Zaradi zmanjšanja izgubljenega časa na preletih bi se investicija povrnila v sorazmerno kratkem času. Zamisli o vzpostavitvi dislocirane, vsaj še ene letalske baze policije, so že bile v mislih za to odgovornih, saj je jasno, da brez dodatne baze LPE svojih nalog, katere postajajo vse pogostejše, številčnejše in zahtevnejše, ne bo več mogla opravljati le iz ene lokacije. Žal so do sedaj zamisli ostale le mrtva črka na papirju, saj se je celoten projekt vselej zaustavil pri zadnji oviri, financah. Le te so, žal, v naši mladi domovini tudi tokrat poteptale vse ostale človeške interese.

Title:INCREASING WORK EFFICIENY OF THE POLICE AIR SUPPORT UNIT BY ESTABLISHING A BASE AT MARIBOR AIRPORT
Abstract:As any other European police, the Slovenian police also has it's aviation unit. It is a modernly equipped and organized group of pilots and aviation technicians who perform many police, humanitarian, rescue and other assignments with six helicopters. Its seat is at the base of Jože Pučnik Airport in Brnik; most of the flights are made from there and they fly to wherever in the country they are needed. From the perspective of increasing efficiency, reducing response time and consequently reducing operating costs, it is necessary to establish dislocated bases at one additional location at least. The experts claim that Maribor airport is the most suitable base as it would completely cover the entire north-eastern part of the country. Based on the performed research, we concluded that pilots use 160 hours by overflying to intervene in the areas of PD Maribor, PD Celje and PD Murska Sobota; they have flown to those areas forty-three times (data for 2011). If they would be taking off in Maribor, the percentage of overflying and time lost would be reduced by cca. 50% and the operating time in the area would increase accordingly. In our opinion, there would be no major expenses, other than renting a hangar which amounts to cca. 24,000€ annually, to establish a dislocated base in Maribor as current human resource capacity and material-technical capacities enable the expansion or formation of an additional dislocated base (with limited activity - daily standby). Because of the reduction of time loss with overflying, the investment would be reimbursed in a relatively short amount of time. The idea of establishing at least another dislocated air base for the police has already been considered by the management as it is clear that, without the additional base, the Police Aviation Unit will not be able to manage all the assignments, which are occurring more often, are increasing in number and are more demanding, just from one location. Unfortunately, ideas have been only a dead spot on a piece of paper as the entire project always comes to a halt at the last obstacle, the finances. They have, unfortunately, tramped every other human interests of our young homeland.
