Title:KONCEPT UNIVERZALNEGA TEMELJNEGA DOHODKA V TRŽNEM GOSPODARSTVU

Abstract:Univerzalni temeljni dohodek (UTD) predstavlja prenovo socialne države. Vsem upravičencem nepogojno prinaša materialno osnovo za življenje. UTD je pomemben člen pri prilagoditvi na različne spremembe, ki jih prinaša informacijska družba. UTD bi poenostavil obstoječ sistem socialne države. V okviru argumentacije UTD je bil naš namen razčistiti določena vprašanja, ki jih poraja tržno gospodarstvo. Prvo večje vprašanje je samoumevna gospodarska rast. Ta povzroča nepopravljive družbene in ekološke posledice, zato je nujno preoblikovanje obstoječega ekonomskega razvoja. Naslednje vprašanje je analiza pojma dela, pri kateri smo ugotovili, da delo ni enopomenska beseda. Podobno je s pojmom brezdelja, ki ga ne moremo stereotipno označiti kot družbeno škodljivega. Nakazali smo različne trende, ki vplivajo na brezposelnost. UTD ljudi ne stigmatizira in nanje ne vrši psihičnega pritiska, s tem pa ugodno vpliva na njihov razvoj in ustvarjalnost. Po drugi strani pa se pojavlja nevarnost, da bi UTD povzročil neaktivnost ljudi, izogibanje družbeno koristnemu delu in marginalizacijo ranljivih družbenih skupin. Upoštevajoč izračune za Slovenijo se lahko sklepa, da je UTD v tej državi za leto 2008 finančno izvedljiv. Glede na ekonomsko razvitost in statistične podatke bi Slovenija lahko postala ena prvih držav, ki bi uvedla UTD za vse prebivalce. Sistem UTD v Sloveniji je po omenjenem izračunu od sedanjega sistema javnofinančno ugodnejši.

Title:THE CONCEPT OF UNIVERSAL BASIC INCOME IN A MARKET ECONOMY
Abstract:Universal basic income (UBI) represents the renovation of welfare state. All beneficiaries are granted unconditional substistence. UBI is an important link in the chain of adapting to the various changes brought by the information society. UBI would simplify the current welfare state as well. In terms of UBI argumentation, our aim was to clarify specific topics within the market economy. The first main issue was the question of economic growth as a part of conventional wisdom. This phenomenon is causing irreversible social and environmental consequences. Therefore the restructuring of existing economic progress is crucial. The following was the comprehension of work. The analysis led us to conclusion that work is not an unambiguous term. Likewise, inactivity is the term which cannot only be marked as socially detrimental. We have indicated various trends that affect unemployment. People are not stigmatized and under psychological pressure, when performing the concept of UBI. This has a positive impact on their development and creativity. On the other hand there is a risk of people's inactivity, their avoidance of performing socially useful work and marginalization of vulnerable social groups, caused by UBI. By given calculation for Slovenia we can conclude that UBI for the year 2008 is financially feasible. According to the level of economic development and statistical data, Slovenia could easily become one of the first countries to implement the UBI for all the citizens. According to the calculation mentioned above, the system of UBI is favourable in terms of public finance.
