Title:Varstvo osebnih podatkov pri fizičnem nadzoru : diplomsko delo univerzitetnega študija

Abstract:Nadzor so sprva lahko izvajali le ljudje, danes pa imamo za to potrebno tehnologijo. Ideja o nadzorovanju na daljavo in brez prisotnosti ljudi se je porodila že z nastankom prvih zaselkov, okoli katerih so postavili ograjo, nanjo pritrdili razne predmete, ki so v primeru vdora povzročali hrup. Razvoj družbe je s seboj prinesel večanje števila prebivalstva in s tem posledično večanje mest, okoli katerih ni mogoče namestiti ograje. Zato so ljudje začeli razvijati različne tehnike in metode za nadzorovanje velikih površin. Hkrati se je razvijala računalniška tehnologija, ki je svoj pečat pustila tudi na področju nadzora. Nadzor je s tem dobil nove razsežnosti, nadzor v virtualnem prostoru. Računalniška tehnologija nam tako omogoča, da nadzorne sisteme fizičnega prostora upravljamo preko virtualnega prostora, primer so video nadzorni sistemi, ki jih bomo obravnavali v diplomi. Zraven video nadzora bomo predstavili še pametne kartice ter izbrane biometrične metode, kot primere fizičnega nadzora. Diplomska naloga obravnava tudi problem varstva osebnih podatkov pri izvajanju nadzora z izbranimi metodami. Predstavili bomo zakonodajni okvir varstva osebnih podatkov, odgovorili na vprašanje kaj je osebni podatek ter predstavili primere zlorab osebnih podatkov pri tovrstnih metodah nadzora.

Abstract:Summary: Surveillance was first carried out only by people but today we have all necessary technology for this. The idea about remote surveillance was already present when first settlements appeared, which were surrounded by fence. People attached on the fence various items which were making noise in a case of break-in. Society development caused increasing of population and cities which became too large to surround them with fence. That is why people started to develop certain techniques and methods to supervise larger surfaces. At the same time computer technology started to develop and had an important effect on field of surveillance. Surveillance got new dimensions with cyber space. Computer technology enables us to operate surveillance systems of physical space in virtual environment. In this bachelor thesis we will discuss about video surveillance systems. Beside that, we will present smart cards and some biometric methods as an examples of physical surveillance. Bachelor thesis also deals with question on safety of personal data, considering surveillance with certain methods. We will put the issue of personal data in legislative context, answer on the question what is personal data and present examples of misuse of personal data on presented surveillance methods.
