Abstract:	V diplomskem delu primerjamo delo policistov in občinskih redarjev na območju Murska Sobota ter poskušamo predstaviti vlogo policije in občinskega redarstva pri vzpostavljanju lokalne varnosti. Diplomsko delo je sestavljeno iz treh sklopov. V prvem sklopu je opisano in opredeljeno delo policistov, poslanstvo, vizije in vrednote. Zapisali smo tudi njihove cilje in naloge, poudarek pa je na policijskih pooblastilih. Omenili smo tudi zakonsko podlago s tega področja ter kodeks policijske etike. V osrednjem delu je prikazano občinsko redarstvo, podrobno so opisana pooblastila redarjev, ki jih lahko uporabljajo pri svojem delu oziroma pri izvajanju svojih nalog, ter primerjava le teh s pooblastili policistov, ki jih ti uporabljajo pri izvajanju svojih nalog. Pooblastila, ki jih uporabljajo občinski redarji, so zelo podobna pooblastilom policistov. Razlika je le v tem, da lahko policisti pri svojem delu uporabljajo več pooblastil, saj je njihov krog le-teh večji, zato uporabljajo tudi več prisilnih sredstev za obvladovanje storilca prekrška oziroma kaznivega dejanja kot občinski redarji. Glede na to, da so redarji pooblaščene uradne osebe, ki imajo določena pooblastila, nismo mogli mimo tega, da se ne prepričamo, kako je z nadzorom nad delom in uporabo pooblastil občinskih redarjev. Tudi tukaj smo omenili zakonsko podlago in pristojnosti občinskih redarjev. V zadnjem, tretjem sklopu, smo opisali sodelovanje med policisti in občinskimi redarji. Dotaknili smo se tudi dilem in težav glede sodelovanja, ki pa so povezane s človeškim dejavnikom. Sledi opis občinskega programa varnosti, njegovih ciljev ter na koncu še pisni protokol o sodelovanju Policijske postaje Murska sobota in Mestnega redarstva Murska Sobota, ko gre za skupno izvajanje nalog na območju Policijske postaje Murska Sobota.

Abstract:

In our final paper we compare the work of police officers and municipal security in Murska Sobota and try to present the role of police and municipal security in establishing local security. Final paper consists of three parts. In the first part there is a description and definition of the work of police officers, their purpose, vision and values. We also marked down their goals and assignments, with a stress on the powers of police. We also mentioned this field's legal basis and code of police ethics. In the centre part there is a presentation of municipal security with detailed description of the powers of the municipalsecurity officers, which they use in carrying out their duties. Their powers are then compared with the ones of the police officers. The findings of this paper have shown that the powers of the police officers and municipal security officers are almost alike. The only difference is that the police officers can use more of their powers, as their range of activities is much wider. This is also the reason why in comparison with the municipal security officers, police officers use more of coercion means in mastering the offender of the offense or criminal act. Considering that municipal security officers are authorized officers with certain powers, we wanted to take a closer look on control of their work and their use of powers. At that point we also contemplated the legal basis and the authorities of the municipal security officers. In the third and last part of this paper we focused on the cooperation between police officers and municipal security officers. We also addresed the dilemmas and problems occurnig in this cooperation, often connected with a human factor. Furtheremore, there is a description of the municipal security program and its goals, and lastly, the written protocol of the cooperation between Police station Murska Sobota and Municipal security of Murska Sobota, regarding mutual tasks on the area of the Police station Murska Sobota.
