Title:ANALIZA IZVEDBE REGIONALNIH RAZVOJNIH PROGRAMOV ZA OBDOBJE 2007-2010

Abstract:Cilj kohezijske politike EU je zmanjševanje neskladja v ravni razvitosti med regijami, in sicer s krepitvijo gospodarske in socialne kohezije. Za prednostno usmeritev »Regionalni razvojni programi« v programskem obdobju 2007-2013 je za Slovenijo namenjenih 586 mio EUR iz Evropskega sklada za regionalni razvoj. Prednostna usmeritev vključuje in povezuje ukrepe, določene v regionalnih razvojnih programih, ki so v pristojnosti samoupravnih lokalnih skupnosti. Služba Vlade RS za lokalno samoupravo in regionalno politiko (sedaj Ministrstvo za gospodarski razvoj in tehnologijo), ki nastopa kot posredniško telo te prednostne usmeritve, je večino sredstev razpisala do februarja 2011 v okviru štirih javnih razpisov in enega javnega poziva. Upravičenci so praviloma samoupravne lokalne skupnosti - občine, ki so razvrščene v 12 razvojnih regij. Skozi analizo operacij, odobrenih v okviru prednostne usmeritve »Regionalni razvojni programi«, pridobimo vpogled v učinkovitost črpanja evropskih sredstev in pomanjkljivosti, ki jih je potrebno odpraviti, da bomo v prihodnosti pri tem lahko še bolj učinkoviti. Podatke o operacijah smo analizirali s pomočjo opisne statistike, enostavne analize korelacije in ANOVA-e, pri tem smo uporabili programsko orodje Excel. Na podlagi analize črpanja po zgoraj omenjeni prednostni usmeritvi lahko smatramo črpanje Slovenije za dokaj uspešno. Če gledamo po posameznih regijah, lahko povzamemo, da so regije približno enako uspešne pri črpanju, kljub temu se pojavljajo določena odstopanja. Na nacionalni ravni smo počrpali že 77,87% sredstev, namenjenih Sloveniji za programsko obdobje 2007-2013.

Title:THE ANALYSIS OF IMPLEMENTATION OF REGIONAL DEVELOPMENT PROGRAMMES FOR PERIOD 2007-2010
Abstract:The cohesive politics objective of the European Union (EU) is to decrease the development levels disproportions between the regions by means of strengthening the economic and social cohesion. For the priority orientation »Regional development programmes« during the program period from 2007 to 2013, there is a reservation amounting to 586 million Euro for Slovenia of the European Regional Development. The priority orientation encompasses and combines the measures set by the regional development programmes under the competency of self-governing local communities. The Government Office for Local-Self-government and Regional Policy (now Ministry of economic development end technology), acting as an intermediate body of this priority orientation, presented the majority of funds until February 2011 in the framework of four public invitations for tenders and one public writ. In general, the beneficiaries are self-governing local communities / municipalities being allocated in 12 development regions. Through analysing the operations as approved within the priority orientation called »Regional Development Programmes« we obtain an insight into effectiveness of the European funds disbursement / outsourcing and its deficiencies which must be removed in order to become even more effective at this activity in the future. We analysed the data on operations by using statistical analysis, correlation analysis and ANOVA with the help of the software tool Excel. On the grounds of analysing the disbursement / outsourcing under the priority orientation as mentioned above, we can declare the Slovenian outsourcing is quite successful. At observing individual regions, we can summarize that the regions are approximately equally successive at disbursing the funds although certain disproportions can occur. On the national level, we have already disbursed 77,87% of the funds reserved for Slovenia for covering the program period from 2007 to 2013.
