Abstract:Kadrovska politika v Zasavju je od nekdaj temeljila predvsem na energetiki. Ker so se v zadnjih letih trendi na področju energetike obrnili predvsem v smer izkoriščanja obnovljivih virov energije in učinkovite rabe energije in zaradi vse manjšega fosilnega potenciala, predvsem pa zaradi cilja po ukinjanju izkoriščanja fosilne energije, se temu primerno spreminja tudi način dela na tem področju. Ker pa je delo neposredno povezano s kadri, kadri pa so v Zasavju zelo ozko usmerjeni, je to področje, ki potrebuje konkretne rešitve. Rešitve morajo tako temeljiti na razumevanju nižje izobraženih kadrovskih struktur, predvsem pa morajo vsebovati ustrezno motivacijo kadrov za prestrukturiranje in prehod na druge oblike izobraževanje in zaposlitve. Skupaj z lokalnim gospodarstvom, skupaj z Regionalnim centrom za razvoj v Zasavju (RCR) in prebivalci, kadri, je potrebno najti rešitev in pot, kako izkoristiti kadrovski potencial in predvsem v kaj ga usmeriti. Ker se najstarejše še zaposlene generacije odločajo predvsem za upokojevanje, se je potrebno osredotočiti na srednjo generacijo, ki ima pred seboj še več kot pet let delovne dobe. Hkrati je treba poskrbeti za učinkovito usmerjanje mladih v ustrezne izobraževalne programe z jasnim ciljem – omogočiti jim, da bodo na trgu delovne sile zaposljivi. V pripravi diplomskega dela smo prišli do rešitev, ki bi lahko pomagale do kadrovskega preobrata v regiji. Rešitve omogočajo, da se prebivalci tudi v prihodnje primarno ukvarjajo z energetiko. A ta energetika stremi k sodobnim trendom, predvsem pa se usmerja k prehodu v nizkoogljično družbo, ki ne predvideva termo energije. Obnovljivi viri energije, ki imajo v Zasavju odlično podlago za uspešno implementacijo, predstavljajo prihodnost zaposlovanja v regiji. Bogate naravne danosti so tiste, ki bodo, ob ustrezni prestrukturaciji kadrov, omogočile nadaljevanje bivanjskih pogojev in možnosti za življenje znotraj regije. Učinkovita raba energije, kot komplement obnovljivim virom energije, pa bo, z željo po zmanjševanju stroškov, zagotovo pripomogla tudi k motivaciji prebivalcev regije po sodobnejšem načinu tako življenja kot delovanja. V okviru naloge smo tako na enem mestu zbrali podatke o stanju na področju zaposlenosti v regiji, pretekle gospodarske situacije in prihodnje cilje ter možne potenciale, ki jih regija ima. Diplomsko delo nazorno pokaže potencial zaposlovanja v Zasavju ter načine, kako priti do ustreznega znanja za zapolnitev potencialnih delovnih mest.

Title:HUMAN RESOURCES RESTRUCTURING IN ZASAVJE
Abstract:Personnel policy in Zasavje has always based predominantly on energy industry. The way things are done in this particular field have changed owing to the fact that over the past few years, the trends in energy industry have been moving towards exploitation of renewable energy sources and efficient use of energy. This is also a result of the fact that our fossil fuel reserves are getting smaller, and above all, owing to our overall objective to abolish the fossil fuel industry. And since work is directly related to people who are qualified for a relatively narrow field, this particular aspect requires concrete solutions. The solutions in question must base on understanding those with low level education, and should, above all, involve motivation towards restructuring and other forms of training and employment. Local economy, Zasavje Regional Development Centre (RCR) as well as general public and employees must join hands to find a solution and a way to exploit human potential and, above all, define where to direct it. In view of the fact that most of the older employees have opted for retirement, the focus should be placed on the middle-aged employees who still have at least five years of service ahead of them. At the same time, one should make sure that the young are motivated for relevant educational programmes with a clearly set goal, that is, to facilitate labour market engagement. While preparing this thesis we came to solutions that might cause a turn in human resources in the entire region. These solutions allow for the local community to continue focusing on energy as the primary industry. But the new energy industry should be based on modern trends, concentrating in particular on the transition to a low-carbon economy that does not foresee thermal power. The Zasavje region has great potential for the implementation of renewable energy sources, so the latter represent the future of employment in the respective region. Excellent natural conditions will, along with adequate personnel restructuring, continue to provide living conditions and opportunities for people in the region. On the other hand, efficient use of energy as a complement to renewable energies will, aiming at reducing the costs, surely contribute to the motivation of the regional population towards a more contemporary lifestyle as well as workstyle. Within this thesis we have gathered data on the situation within the region with regard to employment, reviewed earlier economic situations and future goals as well as looked into the potentials of the region. This thesis demonstrates the employment potential of the Zasavje region and the ways to know-how that would fill potential jobs.
