Title:ODLOČITVENI MODEL ZA UGOTAVLJANJE OCENE STANJA TEHNIČNE BREZHIBNOSTI OSEBNIH VOZIL

Abstract:V magistrski nalogi smo predstavili področje in vpliv tehničnih pregledov vozil na varnost v cestnem prometu. Obravnavali smo pogoje za izvajanje tehničnih pregledov in prikazali obstoječi potek v primeru pregleda osebnega vozila. Z vidika tehničnih pregledov vozil smo predstavili vozilo in izpostavili njegove, za prometno varnost, pomembne sestavne elemente, ki so predmet kontrole. Podrobneje smo se posvetili problemu ugotavljanja tehnične brezhibnosti osebnega vozila, kjer smo po obstoječem postopku osredotočeni le na iskanje napak in nepravilnosti na vozilu, da ugotovimo končno stanje, kjer sta možnosti ocene le dve, je ali ni vozilo tehnično brezhibno, pri čemer je slednja ocena lahko rezultat najmanjše, banalne, morda za varnost, nepomembne napake. Rešitev je prikazana v odločitvenem modelu za ugotavljanje ocene stanja tehnične brezhibnosti, ki je naravnan tako, da že pri pregledu posameznih sestavnih elementov vozila daje oceno stanja ter razporedi težo glede na pomembnost z vidika varnosti v cestnem prometu. Model omogoča kontrolorju vodljivost pri ocenjevanju in spodbuja k ocenjevanju stanja posameznih sestavnih elementov, na podlagi katerega se ugotovi skupna ocena stanja tehnične brezhibnosti. Z modelom standardiziramo postopek pregleda, dosegamo manjšo subjektivnost pri ocenjevanju in upoštevamo vse elemente, pomembne za varnost v cestnem prometu. Zmanjšujemo tudi možnost površne kontrole vozila, lastnik pa je natančneje seznanjen s stanjem in potrebnimi odstranitvami napak ali pomanjkljivostmi na vozilu.

Title:DECISION MODEL FOR ASSESSING TECHNICAL ROAD WORTHINESS OF PERSONAL VEHICLES
Abstract:In the master’s thesis we presented the scope and impact of vehicle inspection on road safety. We discussed the conditions for the implementation of roadworthiness tests and showed the current process in case of vehicle inspection. In terms of vehicle inspection we presented a vehicle and highlighted his, for traffic safety, important component parts, which are subject to the control. We focused more specifically on the problem of determination of the roadworthiness of the car, where we are according to the current process focused only on search of irregularities on the vehicle to determine final vehicle condition. There are only two potential estimates – the vehicle is or is not roadworthy, while the latter assessment may be result of smallest, banal, perhaps for safety, insignificant mistakes. The solution is shown in the decision model for the determination of technical state assessment, which is established to provide state assessment and to allocate the weight according to the importance in terms of road safety already when inspecting individual vehicle components. The model allows the controller to steer the assessment and encourages to assess the state of individual components on the basis of which overall assessment of the state roadworthiness is determined. With the model we standardize the inspection process, reduce subjectivity of the assessment and consider all the elements relevant to road safety. We also reduce the possibility of superficial control of the vehicle and the owner is more precisely acquainted with the state and with the necessary removal of errors or defects on the vehicle.
